The Brookings Institution Artificial Intelligence and Emerging Technology (AIET) Initiative aims to advance good governance of transformative new technologies. With so many of these new technologies' capabilities and implications still largely unknown, it is critical that the next generation of policies and norms is informed by ideals of economic and national security, transparency, fairness, and inclusion. Under the leadership of Brookings President John R. Allen, the independent and non-partisan research of the Brookings AIET Initiative draws on scholars from all five research programs at Brookings, as well as relevant experts from academia, government, civil society, and the technology industry. Importantly, the Brookings AIET Initiative seeks to bridge the growing divides between industry, civil society, and policymakers.

Please note: This position is based in Brookings' Washington, DC office. In response to COVID-19, Brookings staff are temporarily teleworking. The person hired for this position must be willing to move to or currently reside in Washington DC, Maryland, or Northern Virginia by their start date.



Responsibilities

Ready to contribute to Brookings success?

The Senior Research Associate works with the AIET Director of Research and Policy and an AIET scholar in Foreign Policy to conceptualize, develop, and execute major research projects on AI and emerging technology policy. Ideal candidates will have a strong background in both policy and technology, and familiarity with data analysis, software engineering, or machine learning. The Senior Research Associate contributes ideas, analysis, and writing to short- and long-form policy analysis; monitors the latest initiatives and efforts in artificial intelligence (AI) and technology policy; produces content designed to inform national and global tech policy audiences; and helps plan stakeholder listening sessions meetings, webinars, briefings, and public events as needed. In addition, the Senior Research Associate serves as a research liaison to both internal and external stakeholders, including conducting outreach, fielding inquiries as needed, and communicating core research and policy findings to external audiences.

Research and policy development (50%)

With advice and supervision of the AIET Director of Research & Policy:

  • Helps develop and execute research projects and reports on national and global AI and emerging technology policy
  • Identifies and analyzes new trends in AI and emerging technology
  • Tracks the policy debate on malicious use, especially by state and non-state actors, of AI and emerging technologies
  • Identifies, researches, and develops policy recommendations for reports.
  • Contributes and leads writing associated with major reports, briefs, and blog posts.
  • Provides general research assistance on various short-term research projects to broader team, as requested.
  • Creates presentations for research projects.
  • Helps review, edit, or draft policy papers and manuscripts to be published.
  • Identifies empirical and policy trends associated with core priorities of the teams.
  • Manages, monitors, and communicates frequently the process and progress of projects.
  • Oversees the work of temporary staff and interns on selected projects.
  • Works to distribute the findings of projects in multiple media and through multiple channels.

Research, research support, and writing (25%)

With advice and supervision of an AIET scholar in Foreign Policy (FP):

  • Identifies emerging trends and policy issues, and helps develop and execute research projects and reports related to the Foreign Policy program's AI and emerging technology policy workstream on national security
  • Helps write, edit, and review policy papers and manuscripts by the FP scholar
  • Identifies, researches, and develops policy recommendations for the FP scholar's reports
  • Works to distribute the scholar's findings in multiple media and through multiple channels.

Research coordination, Development activities and external engagement (25%)

  • Liaises with Brookings scholars and researchers working on AI and emerging technology
  • Engages and briefs tech researchers and policy audiences
  • Works to help construct, deepen, expand, and engage strong external networks of stakeholders
  • Actively participates in planning meetings and listening sessions with internal and external partners.
  • Supports AIET and central development staff in identifying fundraising opportunities, writing concept notes, and drafting stewardship reports
  • Attends in-person and virtual meetings with current and prospective funders.
  • As needed, directly corresponds with current and future funders and/or their staff
  • Drafts invitation and announcement language for AIET Initiative events
  • Carries out substance-related logistics for policy roundtables and other events associated with project proposals.
  • Other duties as assigned by supervisors.




Qualifications

Education/Experience Requirements:

A bachelor's degree is required; a master's or doctoral degree is preferred. The ideal candidate will have a background in both policy and technology, which may come in the form of relevant professional or educational experience. Preferred candidates will have familiarity with data analysis, software engineering, or machine learning as well as public policy. A minimum of four years of relevant professional work experience is highly desired. Competence to undertake research and writing assignments with little or no supervision required. Work experience or practical knowledge of the interaction of technology and public policy, as well as foreign policy, preferred. Publication history preferred.

Knowledge/Skills Requirements:

Sophisticated knowledge of policy and the evolving research literature on AI and emerging technology, including knowledge of AI policy and programs in the United States and/or abroad, is required. Ideal candidates will have familiarity with standard statistical packages in R, Python, STATA, or similar. Must be able to identify critical areas of inquiry, identify sources and evaluate their relevance and quality, synthesize and organize research findings, and reliably fulfill analytical assignments autonomously. Strong writing and communications skills are required, including ability produce clear and persuasive written work that is suitable for dissemination with minimal review. Must be able to drive collaboration at an expert level with specialists in technology, innovation, security, education, and labor markets. Also required: Strong collaborative sense combined with individual initiative, strong organizational sense, eye to detail, and ability to work in a fast-paced environment.
