The Pennsylvania Immigration Resource Center (PIRC) is a non-profit agency that works to provide access to justice for vulnerable immigrants in civil detention and in the community through legal services, education, and advocacy for vulnerable immigrants. The Grants Manager will work with senior management and the Executive Director to ensure organizational compliance and effectiveness for PIRC’s grants portfolio and will assist with implementation of PIRC’s Development Program.


• Oversee all grant administration policies, systems, and documentation to ensure compliance, and adherence to fiscal management and controls over all grant and contract-funded activities. Identify any incorporate best practice improvements.

• Work with Program staff and the Executive Director to develop and maintain all grant agreements and MOUs pertaining to grant awards.

• Provide ongoing training and communication to program staff as it relates to grant administration, policies and procedures, and updates. Train new staff on grants management and reporting requirements.

• Manage two case management systems to ensure accuracy of program data; Maintain data on program services provided under grant contracts; submit programmatic grant reports.

• Serve as the resident expert on grant compliance and all applicable regulations, policies and procedures including those of the Immigrant Survivors Project. Interpret applicable regulations and translate into operational policies as required.

• Manage program invoices and track the expenses for PIRC’s public and federal grants portfolio. Run and review monthly program allocation reports for accuracy. Work with Executive Director to submit fiscal grant reports.

• Review bi-weekly timesheets to ensure accuracy and compliance with grants and contract funding agreements.

• Manage sub-grantee/consultant monitoring and evaluation; provide training as necessary to sub-grantee staff.

• Research new grant opportunities and review with Program management and Executive Director for fit and viability.

• Create and maintain a grants calendar; track the timelines of grant applications and reports; work as a team with Executive Director and Managing Attorneys to ensure deadlines are met.

• Complete and submit grant applications in partnership with Executive Director.

• Other projects as needed.


 Bachelor’s degree and 3-5 years’ experience in grants management and development; will consider training the right candidate for grants-related responsibilities.

• Strong writer and strategic communicator

• Ability to think and problem-solve creatively

• Strong project management and time management skills; highly organized and detail-oriented

• Ability to set and revise policies and procedures

• Demonstrated capacity to frame complex situations and present options

• Effective written and oral communication skills

• Enjoy working independently and as part of a team

• Proficiency with Microsoft Office required (Word, Excel, Outlook and PowerPoint);


Full-time Position; 40 hours per week. Willing to hire at 30 hours/week.
