Program Description

MHS’ Contra Costa ACTiOn Team provides Assisted Outpatient Treatment (AOT) to individuals that qualify for AB1421/Laura’s Law in Contra Costa County, in the East San Francisco Bay Area. The program provides both voluntary and court-ordered services through an Assertive Community Treatment (ACT) model for up to 75 eligible adults in Contra Costa County. All services meet the guidelines described in AB 1421 (Laura’s Law) while respecting the choice, autonomy and dignity of individuals struggling with symptoms of serious mental illness and/or co-occurring substance abuse disorders.

Position Description

This position is for Contra Costa ACTiOn Team Program Manager for Assisted Outpatient Treatment (AOT) services and subsequent Assertive Community Treatment (ACT) for Laura’s Law/AB 1421 eligible adults with serious mental illness in Contra Costa County. The Program Manager is responsible for the overall operation of the program including ensuring quality of services, staff management, leadership and supervision, financial matters, administrative activities, record keeping, safety, and compliance with the County of Contra Costa contract requirements and the Mental Health Systems, Inc. Personnel Policies and Program Manager responsibilities. The Program Manager demonstrates a strong working knowledge of best practices in case management, bio-psychosocial rehabilitation and recovery, and Comprehensive, Continuous, Integrated System of Care (CCISC) principles of integrated services for co-occurring disorders.

Education/Experience Requirements

  • Minimum of a Master of Arts or a Master of Sciences degree in a social services field, with licensure as a LCSW, LMFT, or Psychologist in the State of California required.
  • Excellent organization and administration experience.
  • Five years of experience working with mentally ill and dually diagnosed populations in a case management program.
  • Two years of supervisory experience in a similar work setting.
  • Experience in individual and group counseling.
