Children's Services Specialist- Foster Care

This position provides case oversight and consultation, monitoring and program oversight, capacity development and training, and consultation on programmatic and systemic trends and issues for USCCB’s UAC residential services network, the federal government and other stakeholders. This position also assists USCCB’s URM programs by providing consultation on case and programmatic matters, including capacity development and training. Contributes to the Bishops’ strategic plan for the Conference. Demonstrates willingness and ability to understand, respect and contribute to the USCCB mission and to fulfill job duties in accordance with its Catholic identity.

 

Requirements:

Educational Level: Master’s Degree required.

Major Field/Specialty: Social Work, Child Welfare, Foster Care, Case Management, Mental Health, Juvenile Justice or related field.

Foreign Language Requirement (if any): none required; Spanish preferred

 

Other Specialized Training: (i.e. word processing, personal computer, knowledge of Catholic Church, etc.) 

  • Knowledge of child welfare principles/standards, practices and systems (i.e. foster care, child protective services, basic child placing agency licensing and placement procedures)
  • Knowledge of international child migration, including issues related to children in immigration proceedings, victims of trafficking and refugees
  • Knowledge of federal grants and cooperative agreements
  • Knowledge and understanding of Catholic Church structure and teachings 
  • Competence with Microsoft Office and CRM database
  • Monitoring and evaluation
  • Program development
  • Case and program data analysis
  • Excellent oral and written communication skills
  • Non-supervisory leadership

 

Type and Nature of Professional Experience:     

  • Post-graduate experience in child welfare setting (case management in foster care setting preferred)
  • Program administration, program development, monitoring and evaluation
  • Delivery of technical assistance and training (public speaking)
  • Experience with unaccompanied migrant and refugee children 
  • Financial/budget experience
  • Report writing skills
  • Working independently, and with a team

 

Number of Years Required: A minimum of 3 years work related experience.
