About the position: 

JFF is seeking a California-based Senior Program Manager (SPM) on our Inclusive Regional Economic Development Team (IRED). This team designs place-based strategies to transform workforce, education, and employment systems and produce more equitable outcomes for Californians. We are focused on building cross-sector leadership that includes K-12 and community college systems, workforce, economic development, industry, and government, along with community-based organizations and actors that address the neighborhood-level conditions needed for learners and workers to thrive in a rapidly changing economy. These efforts are part of a larger JFF body of work focused on systems changes that ensure equity in economic advancement, influencing employer practice, and preparing people for the future of work.

The SPM will support strategic initiatives and communications that are designed to strengthen and elevate the profile of our growing portfolio of place-based efforts throughout California and nationally. The SPM will lead the implementation of a variety of initiatives, including those that support workforce intermediaries and boards, system leaders, and cross-sector networks. We are building out a new approach in California and are looking for someone who is comfortable with ambiguity and is open to new things. This person should have a strong commitment to equity and be motivated by the impact of their work on a state level.

What you'll do:  

Strategic and Analytical Thinking

  • Design and conduct quantitative and qualitative research and analysis to inform programmatic decisions and recommendations for policymakers, practitioners, and funders.
  • Translate research findings into concise and actionable written products, graphics, and presentations for multiple audiences, including implementation toolkits for practitioners.
  • Work with potential funders and colleagues to build out innovative ideas and proposals that advance the work and reach of JFF.

Relationship Building and Management

  • Identify and support intermediaries, community-based organizations, educational institutions, workforce agencies, industry partners, and other regional stakeholders in building capacity and developing cross-sector partnerships.
  • Organize and facilitate small and large group meetings, trainings, and/or strategic planning sessions for state, regional, and local leaders.

Project Management

  • Develop and manage projects from concept and proposal, to kick-off, implementation, and final close-out.
  • Track and complete key project deliverables and metrics for partners and funders.
  • Proactively identify potential problems or risks to projects and work with the team to mitigate and/or design solutions. 

Who you are:  

  • You have a strong understanding of technical assistance in workforce or inclusive talent development strategies with direct experience in research, advocacy, policy analysis, and/or program administration.
  • You have experience with place-based or population-specific initiatives focused on closing equity gaps and improving outcomes for underserved groups, with a strong understanding of the demographics, economic conditions, educational attainment, and civic infrastructure across California’s diverse regions
  • You possess experience working with and building coalitions or networks across community-based organizations, intermediary organizations, employers, public agencies, and/or philanthropic partners.
  • You are an excellent writer, speaker, and presenter, with the ability to synthesize and communicate complex issues to a variety of audiences.
  • You are a strong project manager with a proven track record of leading large, complex projects that include deliverables for multiple partners, funders, and senior-level executives and decision-makers.
  • You are a strong quantitative researcher who enjoys using data to tell a story and has experience analyzing large administrative educational and/or workforce datasets, using Census-based population estimates, and producing data visualizations. (preferred)
  • You have experience developing strategic communications. (preferred)
  • You model inclusive leadership, working collaboratively with diverse staff, and you work to build and steward a team culture that embraces diversity, equity, and inclusion.
  • You are a curious and adaptive learner, with a willingness to take in new information, perspectives, and data to inform your work.
  • You demonstrate a growth mindset and a desire to continuously improve in your work.
  • You possess high energy and passion for JFF’s mission; ability to apply JFF’s core values to all areas of your work
  • You are able and willing to travel up to 20% (The frequency will vary according to mix of projects. Note: JFF staff are not currently traveling due to COVID-19 restrictions and to prioritize the health and safety of our staff.)
