Founded in 1906, Neighborhood House is one of the oldest social service agencies in the Puget Sound region. We serve over 12,000 people annually through our major program areas of early learning, youth education, family and social services, employment and adult education, health, and housing stability.

Neighborhood House’s Housing Stability Manager is responsible for the successful operation of several of NH’s Rapid Rehousing and Homelessness Prevention Programs. These programs operate in partnership with King County, City of Seattle, Seattle Housing Authority and United Way. This position will supervise approximately seven staff to support this effort. In addition, this position will play a contributing role in operationalizing our agency’s Self- Sufficiency strategies that enhance our vision of ending poverty.


The ideal candidate will have strong experience in the housing, budget management, and staff supervision paired with experience in the employment, housing, or social service field(s). Candidates with experience in improving earned income for low-income participants through employment are desired

Status: Regular, full time, 12 months per year

FLSA: Exempt

Hiring Range: 28 ($59,384 to $66,019 annually)

Location: New Holly

Community Relationships and Sustainability Planning

  • Actively engage with community partners/service providers who can fill gaps or add enhanced programming and develop positive, sustainable relationships that benefit program growth and opportunity.
  • Work closely with the NH Development team assisting in grant writing efforts, including identifying potential funding sources, program design and budgets.
  • Provide support and leadership to task forces, partner and funder work groups that support our efforts of economic self-sufficiency that advance innovative programming that is responsive to diverse community needs.

Program Planning, Design and Implementation

  • Provide management and leadership to ensure that all programs in the Housing portfolio are high quality and responsive to community and participant needs.
  • Oversee, support and/or monitor quality development or implementation of programming that meets the needs of participants.
  • Lead the integration of existing NH programs to enhance services to individuals and families around a unified vision of self-sufficiency and its related outcomes.
  • Develop, implement and monitor evaluation tools to monitor on-going performance, program effectiveness and participant satisfaction.

Supervision and Administration

  • Recruit, hire, train, and supervise qualified staff in alignment with NH values and other program requirements.
  • Provide clear expectations, set individual and project goals, emphasize the highest quality management decision-making, mediate conflict, and promote employee growth and development.
  • Provide ongoing coaching and problem solving with staff to ensure strong service delivery and strong client outcomes.
  • Oversee the management of all contracts to ensure that outcomes are met or exceeded and that participant activities are of the highest quality, including tight monitoring of complex program milestones and outcomes.
  • Maintain key project documents, including regular program reports, evaluations, surveys, etc.
  • Ensure the program meets agency, state and federal guidelines.
  • Develop and monitor complex project budgets; identify and make necessary budget adjustments in a timely manner as necessary.
  • Approve and monitor expenditures of limited client financial service funds (i.e. rent, utilities, tuition, etc.) in a manner that is fiscally responsible and supports participant success.
  • Assist with the recruitment and support of program volunteers, as needed.
  • Perform other duties as assigned.


Minimum Qualifications

  • Bachelor’s degree in Adult Education, Workforce Development, Social Work, or related field preferred.
  • Alternative combinations of education and experience that yield the same degree of professional and managerial competence may be substituted.
  • 3 years supervisory/management experience in homeless/housing, employment, adult education or other social service programs with an emphasis on low-income and diverse populations.
  • 3 years direct responsibility with contracts, budgets and grants as well as some grant writing experience.
  • Ability to work in a dynamic environment with constant change and growth.
  • Excellent verbal and written communication skills.
  • Proven organizational skills and the ability to grasp the “big picture.”
  • Self-starter, highly organized, dependable, have strong problem-solving skills and be able to manage multiple complex problems.
  • Must be proficient in key computer applications (MS Office/Word/Excel/Access).
  • Must be able to work a flexible schedule that includes some evenings and weekends.
  • Willingness to comply with the established agency performance standards, which include productivity/personal responsibility, client/customer service-orientation, serving as a team player, entrepreneurialism, and maintaining a professional demeanor.
  • Expertise in workforce development and homeless employment desired. Bilingual/bicultural a plus.
  • First Aid Certification (within 30 days of hire).
  • CPR Certification (within 30 days of hire).
  • Sexual Harassment Training within 30 days of hire.
  • Child Abuse and Neglect training (within 2 weeks of hire).
  • Must pass all Neighborhood House background check requirements.
  • Position requires Washington State bi-annual criminal background re-check.
