Job purpose

Manage, plan and develop medical services and programs in the Community Health Center (CHC). Oversee operations for primary health care, outreach, and education for the center. Built organizational capacity by designing staff structure and roles to form an effective client-oriented team of high performers. Recruit, select and hire qualified and skilled employees to meet program goals. Develop overall skills needed for the department at large as well as for selected staff. Develop linkages with government agencies, private sector organizations and other CBO’s.

Duties and responsibilities

  • Oversee the general operations, integration of services and infrastructures of the CHC.
  • Oversee customer quality improvement system for the CHC.
  • Strategically plan and implement marketing strategies to promote programs and services.
  • Develop a case management system for at-risk patients, beyond medical treatment.
  • Play an active role in community clinic/healthcare-related initiatives and advocate for the Asian and immigrant communities.
  • Develop linkages with public and private funders.
  • Research available funders for all program support.
  • Write proposals for RFPs and funding announcements.
  • Continually review and evaluate the organizational capacity to meet the needs of the community and to develop organizational capacity.
  • Develop strategies to meet the evolving needs of the monolingual and limited-English speaking Chinese and other immigrant communities within our service area.
  • Update all clinic policies and in compliance with HIPAA.
  • Responsible for continuous assessment of community health needs.
  • Other duties as assigned.

Qualifications

  • Bachelor's Degree in Public Health, Public Administration or related field or 5 years equivalent experience.
  • Minimum 5 years of demonstrated supervisory experience with responsibility for staff training and development.
  • Knowledge of government-funded health programs such as Federally Qualified Health Clinic.
  • Experience in writing grants for both public and private funders.
  • Familiarity in development for health programs and community health center management for monolingual populations.
  • Bilingual English/Chinese (Cantonese or Mandarin).
  • Bilingual Spanish is helpful.
  • Knowledge of Asian culture.
  • Exceptional communication, presentation, and writing skills.
  • Must be able to work independently, take initiative and follow-through.
  • Able to work well with others, leadership potential.
