ABC seeks to create a vibrant Los Angeles community where all families enjoy full access to economic opportunities, high-quality education, healthcare, safe communities, and meaningful civic engagement.

Position Summary

The Director of Policy and Advocacy is responsible for developing and executing strategic policy initiatives and advocacy plans for ABC on local, regional, and state levels. This position reports to the Executive Director and oversees the coordination and implementation of ABC’s policy agenda for Latino/as in Los Angeles. The Director represents ABC’s interest at all levels of government and advocates on behalf of ABC with government officials and agencies. The Director monitors legislative and public policy priorities, briefs and recommends actions to the Executive Director on positions and the implications of the activities for ABC.

The Director of Policy and Advocacy will lead the ABC policy team and work with the communications and programs teams to strengthen and maintain relationships with coalition partners, elected and appointed officials, community leaders, and stakeholders, and raise awareness on key issues impacting the Los Angeles Latino/a community. The Director will coordinate the development of research briefs on priority topics and identify high visibility opportunities for raising ABC’s policy priorities with decision-makers and target audiences. This position will advise leadership on policy trends, critical issue areas, and recommended actions on health, education, economic opportunities, and public safety issues guided by ABC’s Latino/a Scorecard Report. This include:

  • K-12 and higher education advocacy: lead ABC’s efforts on specific policy priorities affecting Latino/a students particularly in the Los Angeles Unified School District (LAUSD) to increase access to high-quality education and improve conditions to enable students to have greater academic success; lead ABC’s Consortium for English Learner Success in collaboration with key partner organizations; advance ABC’s College Access and Success policy agenda.
  • Health advocacy: oversee ABC’s efforts and coalition participation to ensure increased health education programs for Latino/a communities and increased access to quality healthcare, track state policy, and impacts at the County level.
  • Implement policy recommendations in a manner that uplifts the voices and stories of the Latino/a community across Los Angeles and incorporates powerful and relevant data.
  • Work collaboratively with state and local elected officials, their staff, and community; partners to identify and advocate for systemic opportunities and policies that promote greater civic participation from Latino/as across Los Angeles.
  • Maintain and strengthen working relationships with civic leaders, coalition partners, and education advocates.
  • Support fund development efforts; reports, applications, and proposals.
  • Draft talking points, concept and white papers, collateral material, and other written materials that highlight ABC’s policy priorities, strategies, and successes.
  • Other duties and responsibilities as assigned.

Qualifications

  • A commitment to the mission and goals of ABC and a demonstrated commitment to the advancement of the Latino/a community.
  • Education: Minimum of a Bachelor’s Degree, in public policy, education, or a related field.
  • Experience: Must have a minimum of 6+ years of full-time experience in public policy.
  • Content Knowledge: Must have a proven ability to analyze state and local policy. Understanding of state and local budgets.
  • Substantial knowledge of local and state policy issues and the political landscape.
  • Communications Skills: Superior interpersonal, written, and verbal communication skills.
  • Community Knowledge: Priority will be given to applicants with experience working within the Los Angeles region across municipalities, school districts, and public agencies. and key community partners. Preference for candidates with a deep understanding and experience working with the Latino/a community.
  • Leadership Skills: Strong leadership skills with a proven track record in leading broad-based efforts with diverse stakeholders and partners. Must have the ability to step into the position and quickly develop strategies to meet goals and objectives. Contributes positively to the work culture by being solutions-oriented and a team player.
  • People Management Experience: Must have 3+ years of supervising, coaching, counseling, motivating, and assessing employees.
  • Collaboration: Able to work independently, within a team environment, and lead collaborative efforts to accomplish collective goals and objectives. Maintain positive working relationships with organizational leadership and staff to meet collective goals.
  • Organizational Skills: Excellent project management and multi-tasking skills (i.e. strong attention to detail, creating and monitoring project budgets and timelines, proper documentation of work and record-keeping, and prioritizing work effectively)
  • Proven ability to establish and maintain high-priority relationships.
