The Director of Community Programs, provides effective leadership and management to uphold The Board of Child Care’s Trauma Informed Care Culture for clients, families, key stakeholders and talent to contribute to sustainable change. This position has direct responsibility for the Treatment Foster Care Program, Adoptions, Community Based Group Homes, Independent Living Program and the Alumni House. The Director of Community Programs provides adaptive leadership through supportive coaching and mentoring to the care team, including direct care, clinical, supervisory and support talent to inspire and encourage our workforce and promoting integrity. He/She ensures the creation of strong systems, while supporting the teams to embrace possibilities and develop creative solutions to ensure the demands of the program are exceeded. The Director of Community Programs ensures the fidelity of the program components and ensures that systems of accountability exist to sustain the treatment expectation. The Director of Community Programs is responsible for the outcomes of the program and is responsible to identify and problem solve when data indicates that the program is not meeting the needs of the youth and families served through identified benchmarks. The Director of Community Programs will provide supports and oversight to the leadership team of the program, while promoting and participating in continuous quality improvement efforts. The Director of Community Programs will utilize adaptive leadership to drive BCC transformational efforts throughout services by building and maintaining high performing teams that work collaboratively to meet program goals. Director of Community Programs will demonstrate fundamental respect for the dignity of others through employing a trauma informed lens to supervise, coach, and mentor staff, while ensuring accountability for results. The Director of Community Programs will represent Board of Child Care in the community and maintains partnerships with key stakeholders in the regions BCC operates.
- Serves as the Chief Administrator under the CPA License. Primary point of contact with the assigned licensing monitor.
- Reports program successes, challenges, growth and strategic planning to the Board of Directors on a quarterly basis, specifically related to Treatment Foster Care, Independent Living and Adoptions.
- Delegates responsibilities to the back-up Chief Administrator, as needed, when away from the agency.
- Coordinates with marketing and recruitment to develop new and innovative ways to attract treatment foster parents who support youth voice and family driven care.
- Works in partnership with the Centralized Admissions Coordinator to identify the best possible placement for youth along the continuum at BCC. Identifies any barriers to the fluid process of moving youth through the continuum.
- Integral person responsible for the professional development and wellness of the talent, recognizing the importance of addressing secondary trauma for the workforce. Responsible for the development of training opportunities and providing regular feedback and guidance and annual evaluation for direct reports.
- Supports the implementation of BCC’s Theory of Change throughout the service lines and ensures that all talent understand how their role contributes to bringing forward BCC purpose of “enriching communities one family at a time.”
- Responsible for recruiting, interviewing, and supporting the onboarding experience for new talent in the programs. Integral in the orientation process for talent to teach clear expectations of the position and how it fits into BCC purpose.
- Maintains a presence in the program operations to provide support and coaching for staff, as well as provide opportunities to witness, demonstrate, and role model Trauma Informed Practices.
- Develops systems of accountably to ensure the policies and procedures of the agency are alive and delivered consistently throughout the program. When necessary will identify the need for corrective action. Assist with internal quality improvement investigations when they arise.
- Provides effective communication across BCC continuum to support consistency of expectations, as well as work effectively as a member of the interdisciplinary team.
- Ensures that treatment services are provided to all youth and families 24/7 in keeping with COMAR, CARF and agency standards. Ensure that there is an effective and efficient system of coordination for staff utilization related to the complexity of youth and families, i.e. transportation, crisis support, behavior management and education.
- Develop and maintain emotional intelligence for effective self-care. Model effective self-care practices for his/her direct reports and program staff.
- Demonstrates an understanding of the value of cultural diversity, including the ability to develop systems and practices that are inclusive of diverse staff members and responsive to the cultural needs of the client population served.
- Oversee the supportive resources for the program to ensure they reflect family engagement, elicit youth voice and maximize community integration opportunities. Responsible for ensuring the collaborative process occurs on a consistent and on-going basis to ensure that the clinical programming is developed, implemented and maintained within the lens of integrative treatment.
- Creates an environment that invites families to enhance the services BCC provides and advances a philosophy that supports an ongoing commitment to the youth and family, promoting individualized and culturally competent services, eliminating blame and supporting the strength of each family member.
- Work in and with the local communities, fostering collaboration and partnerships with community resources and support networks in the effort to reconnect youth and families to the natural supports that are available to them.
- Ensure that there is regular and consistent case management for our alumni supportive living and services program. Including the oversight and development for alumni engagement events and referral supports.
- Fulfills the responsibly of Administrator On-Call on a rotating basis.
- Oversees the implementation of the guidance plans, evidence-based practice models and any other specialized interventions in a manner that is individualized and can grow, and change based on the needs of the youth and families.
- Develop systems of accountability and ensures that the policies and procedures of the agency are alive and delivered consistently throughout the program. When necessary will identify the need for corrective action. Assists with internal quality improvement investigations, as needed.
- Monitor fiscal resources for the programs. Ensure that the programs are following agency policy related to fiscal monitoring.
- Responsible for program growth and development, ensuring that the needs of the communities are being met in a manner that is responsible and consistent.

- Supervises the TFC Clinical Supervisor, TFC Recruitment Coordinator, and the SIL/Alumni Program Care Team Coordinator.
This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
In the nature of being at a residential and school living environment there may be times you experience conditions in which challenging behavior can be exhibited from our youth to include but not limited to, physical agitation, physical violence and/or emotion outburst.

Position Type/Expected Hours of Work:
This is a full-time position. Days and hours of work are typically Monday through Friday. This position regularly requires flexible work hours based on the needs of the program to include evening and weekend work. This position is classified as an essential staff member for campus emergencies including severe weather.
Travel is primarily local during the business day, although some out-of-area and overnight travel may be expected. On days assigned to work from our community based group homes it is identified as your base campus. Usage of an agency vehicle for travel is required unless approved by an immediate supervisor.
Required Education and Experience
· Licensed as a LCSW in the State of Maryland
· 3 Years’ experience in Management
Preferred Education and Experience
· 5 years’ experience in Management.
· Certified Residential Child Care Program Administrator (RCCPA)Certification in MD
