Role Summary:

The Program Finance Analyst must have strong analytical and communications skills. The Analyst will work with a variety of teams across the Institute and will be responsible for tracking program financials, including: expenses, revenue, and accounts receivable balances. The Analyst will prepare and/or reviews financial deliverables, reports, and invoices. The Analyst will support IIE by providing grants and contract financial management from bid and proposal stage through award close-out. The Analyst will, on an on-going and proactive basis, provide financial analyses and recommendations to inform strategic business decisions. These analyses and recommendations may be presented to supervisors, program directors and managers, sponsors, and/or IIE executives and board members. 


Essential Functions:

  • Creates and maintains award status reports to monitor project expenses against approved budget line items. Identifies major variances, escalates concerns, and resolves issues with award setup, expense trends, revenue recognition and cash receipts. Prepares and reviews financial deliverables.
  • Reviews award status reports on a regular basis with program points of contact. Analyzes burn rate and other financial metrics to maintain comprehensive financial projections and inform program and business decisions.   Interprets agreements and applicable regulations to determine recoverability of costs and monitor compliance.
  • Assists program team with resource planning, including developing the organization’s operational budget and monitoring variances on an organizational, fiscal year, basis, as well as on an award basis. • Works with IIE’s business development and program teams to translate narrative project proposals for award renewals into cost proposals, which include budgets and budget narrative documents. This requires understanding IIE’s cost structure in order to create accurate budgets.
  • Interprets agreements and facilitates accurate award setup in PeopleSoft, IIE’s ERP system.        
  • Develops the framework for and communicates payment coding structure to program teams. Acts as award administrator throughout the life cycle of an award, including creating new projects and activities for financial tracking and reporting, uploading and tracking financial deliverables, and closing out awards.


Education and Work Experience:

  • Requires a Bachelor's degree in order to apply a working knowledge of the theories and principles in a specialized field or work discipline.
  • Requires at least two years of related work experience.


Knowledge, Skills, and Abilities:

  • Proficiency in Microsoft Office Suite, specifically with ability to run pivot tables, data validations, charts, and advanced formulas in Excel.
  • Working knowledge of OMB A-81 preferred.
  • Preferred experience in grants management with the U.S. government, private foundations and corporations, and/or foreign governments.
  • Excellent written and verbal communications skills, with the ability to drive common understanding across a variety of stakeholders.
  • Exercise discretion on confidential matters.
  • Proven ability to create and explain financial reports and analyses.
