The ACLU of Georgia has an opening for a full-time Smart Justice Campaign Manager, a statewide campaign to secure new policies, practices, and legislation to substantially reduce the population in Georgia in prison, jails and under correctional supervision. We seek to replace the excessive use of incarceration with alternatives that keep communities safe, treat people fairly, and use fiscal resources wisely.

Candidates should have at least three (3) years of campaign experience, including but not limited to experience developing campaign plans and executing necessary strategies such as coalition building, field organizing and communications. Experience running campaigns in Georgia, knowledge of key political and civic leaders, and experience garnering the support of both Republicans and Democrats are strongly preferred. More specific qualifications are listed below.

 

Background

Georgia ranks first in the nation in the rate of people incarcerated or under parole, probation and other correctional controls. Its prison population is the fifth largest in the country and has grown more than fourfold since 1980, including a 17-year stretch with a staggering 150 percent growth rate. Because of that influx, there are more people under correctional control in Georgia than the entire population of Atlanta.

 

The ACLU of Georgia's Campaign for Smart Justice is a statewide campaign committed to realizing a new criminal justice system – one that is substantially smaller than its current size while also keeping communities safe, advancing racial justice, treating people fairly, and using fiscal resources wisely. The issue of mass incarceration is ripe for bipartisan involvement, and the ACLU of Georgia works collaboratively with stakeholders across the political spectrum to achieve our goal of ending mass incarceration. 

 

To achieve our decarceration and racial justice goals, the Campaign for Smart Justice works statewide to win policy reforms, including reforms to sentencing, pretrial/bail, parole and probation, drug policy, reentry, and prosecutorial policies and practices. We’re committed to work with other statewide and local partners, and

To centering the leadership and voices of formerly incarcerated people and other impacted communities.

 

The Campaign Manager is responsible for overseeing campaign strategies and tactics across the state, including coalition-building, field organizing, communications, legislative, litigation, and electoral strategies; and managing coordination between the Georgia affiliate and national Campaign leadership. The ideal candidate will have experience in campaign development and execution and a passion for the fight to end mass incarceration. The Campaign Manager is based in the ACLU of Georgia Affiliate office in Atlanta.

 

Position Description

 

The Campaign Manager will report to the Political Director. The position is full-time and currently budgeted for three years with the possibility of extension depending on funding. The Campaign Manager will:

-Help to develop a multiyear, statewide public education and lobbying campaign aimed specifically at reducing Georgia’s state prison and local jail populations;

-Manage the execution of the campaign plan;

-Monitor the implementation of policies and laws adopted as a result of campaign efforts and keep key stakeholders engaged in the implementation process; and

-Assess and report campaign outcomes in reducing Georgia’s incarceration numbers while keeping communities safe, treating people fairly, and using fiscal resources wisely.

 

The Campaign Manager will collaborate with other members of ACLU-GA’s Legal, Political Advocacy, and Communications staff, and national staff working on the ACLU’s nationwide campaign to reduce U.S. incarceration rates.

 

Responsibilities

 

-Develop the multi-year campaign plan with input from relevant staff and stakeholders.

-Oversee and coordinate the key components of this plan, including statewide lobbying and education campaign in collaboration with ACLU-GA and ACLU staff and consultants, including policy development, communications and media, coalition building and maintenance, relationships with political and civic leaders, grassroots organizing and field work, and internal campaign administration;

-Identify campaign staffing needs and hire and supervise staff or coordinate supervision of ACLU-GA staff assigned to campaign;

-Coordinate with Communications staff and local coalition partners to serve as a contact for local, regional, statewide and national media outlets seeking information regarding the campaign;

-Identify and enlist spokespeople in influential categories such as law enforcement, crime survivors, formerly incarcerated people, business and religious leaders, educators, political donors, etc.;

-Lobby local policymakers and state legislators when appropriate; and

-Coordinate and facilitate campaign leadership and subcommittee meetings and/or calls as needed, and provide regular, comprehensive updates on campaign activities.

 

Qualifications

 

- At least three years of previous experience as set forth above.

-Comprehensive understanding of criminal justice reform advocacy and landscape, or an ability to quickly become conversant with the latest incarceration research, messaging, and tactics used to educate the public and move policy makers. Applicants with an arrest or criminal conviction history are strongly encouraged to apply;

- Previous experience working with local, regional, state and national media outlets, including print, radio, television, social media, and blogging community is a plus

-Excellent communication skills (both written and oral) and ability to facilitate meetings with diverse participation; and

-Previous grassroots organizing experience, including experience with data usage and management.
