Job Summary

RTSC Director provides direct oversight, management, and planning for the FCSN Recruitment, Training and Support Center. S/he works closely with contract partners to ensure eligible students in the care and custody of the state have access to a free and appropriate public education by recruiting, training, and supporting community volunteers. This position reports to FCSN’s Associate Executive Director.

 

Essential Job Functions:

  • Oversee planning, goal setting, daily management, and quality control of the RTSC.
  • Communicate and meet regularly with SESPP director to ensure effective collaboration between programs.
  • Work collaboratively with DESE and DCF to make certain that training and policies fall within guidelines and federal mandates.
  • Serve as liaison and principal communication link among SESPP, DESE and DCF.
  • Manage all fiscal aspects of the RTSC.
  • Strategize with Outreach and Recruitment Specialists to develop statewide recruitment plans.
  • Oversee RTSC web content ensuring material for SESPs is current and accurate.
  • Supervise staff to plan SESP professional development: orientation training, recruitment activities, monthly

 webinars, annual conference, RTSC monthly newsletter and quarterly Newsline article (approve content before distribution).

  • Respond to support calls from SESPs, as needed.
  • Conduct orientation trainings, as needed.
  • Remain current in special education law, research, and studies to ensure RTSC information and technical assistance

is current, relevant, and accurate.

  • Ensure timely data collection and reporting; analyze data and adjust project goals as needed.
  • Participate on FCSN’s leadership team.
  • Be an active contributor to FCSN strategies and activities, including Visions of Community Conference.

·        Perform other tasks and assume other responsibilities as assigned by supervisor.



Required Qualifications:

  • Bachelor’s degree in education, or special education, Master’s degree preferred.
  • Work experience related to special education, including the IEP process; knowledge of complex childhood trauma

Is a plus.

  • Knowledge of federal and state special education laws and processes.
  • Experience in program management including supervision of staff, program development, fiscal management and

data collection.

  • Familiarity with Massachusetts state agencies, particularly DCF and DESE, and their services and practices for

children in care and their families.

  • Excellent communications skills, both written and oral.

Please Note: This position is full-time, 40 hours per week.  FCSN staff is temporarily working remotely. Upon our return to the office, employees will refer to FCSN’s Flextime and Telecommute Policy.
