Job Description

Under direction from the Chief of Department, has primary responsibility for managing and directing the annual budget process including reforecast

activities; creates and maintains department accounting and budgets. Acts as a technical resource to senior personnel regarding budget and financial

matters; provides timely, accurate and informative financial analysis; ensure accuracy of all department financial accounting; coordinates with management

internal to Boston EMS and within the Administration and Finance Department of the Boston Public Health Commission (BPHC).

Provides support to the Chief of Department; ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures

accountability and compliance with all current and applicable state and federal laws, BPHC policies and procedures, rules and regulations. Works with

Finance department colleagues on the monthly, quarterly, and annual closing processes; assists with annual audit(s).

Actively monitors both revenue and expenditures; performs in-depth analytics of both to advise on revenue and cost saving opportunities, identify potential

discrepancies and ensure alignment of spending with available funds. Works closely with third-party billing company to forecast revenue and with programs

to monitor spending. Supports efficiencies through coordination with the Administration and Finance Department and Boston EMS divisions.

Supervises Boston EMS Budget staff ensuring all functions, including payroll, purchasing, contracts and accounts payable are operating efficiently and

effectively. Supports the professional development of staff so they may be current on fiscal policies, procedures, and tools. Works in a confidential capacity

with the Chief of Department. Able to operate independently and exercise sound judgement to ensure compliance, efficiency and reliability for all

department fiscal matters.

Minimum Qualifications

BA/BS degree, preferably in finance or accounting, required. MPA or MBA preferred.

5 years of governmental budget and/or not-for-profit experience required.

Supervisor experience is required.

Strong computer skills including advanced experience with Microsoft Excel required. Advanced analytic skills required. Experience with budgeting software,

Oracle Planning preferred. ADP and GP experience a plus.

Must be process oriented and possess strong project management skills.

Excellent communication skills, ability to work in a team environment, and the ability to work in a complex organizational structure are necessary.

Familiarity with federal, commonwealth, and/or private grant management a plus.

Familiarity with establishing and tracking metrics and/or key performance indicators a plus.
