Civil Rights Corps seeks an experienced and passionate Policy Counsel to support the Policy Department, which leads Civil Rights Corps’ efforts to design—and bring to fruition—cutting-edge policies that decarcerate the U.S. criminal-legal system, deconstruct systemic racism, and support movement organizers. The Policy Counsel reports to the Policy Director.

The Policy Counsel will:

·      Conduct legal research to support policy development, including at the local, state, and federal levels;

·      Devise model local, state, and federal policies and pilot projects, including by drafting model legislation;

·      Conduct policy research to support new proposals, bills, and advocacy materials;

·      Draft high-quality policy and advocacy materials, including briefs, reports, memos, and toolkits;

·      Build, participate, and seek feedback in advocacy coalitions seeking local, state, or federal policy change;

·      Collaboratively develop policy proposals, working with movement leaders and other stakeholders;

·      Provide technical assistance, including legal support, to grassroots community-based organizations and advocates;

·      Facilitate trainings on legislative drafting, policy design, and related skills for movement advocates;

·      Conduct interviews and make site visits to observe innovative programs, see specific policies in action, or meet local stakeholders;

·      Work closely with Civil Rights Corps litigating attorneys to support the policy aspects of their litigation efforts, including proposals for injunctive relief; and

·      Work with other CRC departments in creating advocacy campaigns that integrate policy with litigation, organizing, public education, and strategic communications.
