We believe homelessness is solvable, and prevention is the best way to solve homelessness. Preventing eviction and immediate homelessness through rental assistance, legal referrals, landlord mediation and tenant education keeps families safely housed. Preventing ongoing risk of homelessness by offering families health and trauma-informed mental health services makes it possible for families to achieve lasting stability. Preventing barriers to children’s access to education and school, by keeping their families housed today, disrupts the generational cycle of homelessness and prevents homelessness in the long term.

We serve New Yorkers experiencing, at risk of, or recovering from homelessness. This includes people of any ability, age, family type, gender, national origin, race and sexual orientation.

The Opportunity

Reporting to the CEO, the Chief Program Officer is responsible for developing, managing and evaluating programs to advance The Partnership’s mission, values and strategic objectives. Specifically, they oversee the organization’s emergency services, housing and eviction prevention, health and well-being and education initiatives. An innovative thinker and visionary, they have experience in evidence-based practices, data-driven programming and building and implementing systems and processes. The CPO plays a lead role in building high-level relationships with government agencies, peer organizations and key stakeholders to promote and resource services and represent the organization’s vision for ending homelessness.

Responsibilities

• In collaboration with the senior team, foster a client-first organizational culture and ensure decision-making is guided by the organization’s values;
• Serve as subject matter expert to the CEO and senior team, monitor (and take appropriate action to mitigate/seize) risks and opportunities and advise on relevant field developments;
• Develop, implement and evaluate program strategy and corresponding operational plans to action the organization’s vision and values;
• Collaborate with the finance and development leaders to secure new funding, set and manage budgets, and ensure accurate and timely reporting on government and private grants;
• Build and maintain relationships with City and State agencies and develop and cultivate partnerships with organizations, researchers and relevant networks;
• Instill existing and new program practices with a trauma-informed approach and ensure all organizational and other regulatory standards are met;
• Manage three direct reports, and develop and maintain operational procedures and training materials for the staff, interns, consultants and volunteers, oversee training and career development opportunities and ensure continuous evaluation and outcomes-based supervision;
• Ensure excellent database management and analytics, maintain data integrity, guarantee all program contractual and reporting requirements are met and prepare weekly, quarterly and annual reports;
• Collaborate with the communications team on special projects and serve as an organizational spokesperson for media and other external stakeholders;
• Other duties as assigned.

Skills and qualifications

• Bachelor’s degree required. Master’s preferred;
• 10+ years of program leadership, with 5 years in senior team role;
• Knowledge of housing, mental health, and emergency services and a strong commitment to homelessness prevention and social equity;
• Demonstrated experience and skills in project and change management with the ability to meet deadlines and achieve strategic objectives in a fast-paced and evolving environment;
• Experience building and managing a multi-disciplinary, results-oriented, agile team;
• Experience developing and managing budgets of $3M+ with significant funder reporting;
• Strong demonstrated networking and partnership development experience with the ability to engage a wide range of stakeholders including clients, landlords, government agencies, nonprofit organizations, funders and the media;
• Experience and comfort with data and an ability to translate for diverse stakeholder consumption;
• Demonstrated ability and experience working with diverse teams and stakeholders and commitment to fostering diversity, equity, inclusion and belonging in a multicultural environment;
• An ability to handle a variety of tasks simultaneously and thrive in a complex environment with multiple priorities;
• Appetite for building and fixing systems from the ground up;
• Excellent analytical, writing and verbal communication skills, Spanish a plus;
• Demonstrated proficiency in MS Office software and CRM systems.
