POSITION SUMMARY
At the Neighborhood Housing Services of Baltimore (NHS), we believe social and economic justice is a right for all people and communities. The Comprehensive Community Development Director (CCD-Director) embodies this belief by leading initiatives to support community priorities, specifically with a lens towards property acquisition & rehabilitation, and resident engagement. For property acquisition & rehabilitation activities, the Director leads scattered site rowhome rehabs and new construction projects, and manages the real estate development portfolio, property acquisitions, and construction activities. For resident engagement, the Director oversees activities to help residents thrive within their communities including managing resident block projects, capital spruce-up projects, district clean-ups, and commercial façade improvements. The CCD-Director is responsible for leading departmental administrative activities, including strategic development & execution, goal setting, budgeting, reporting, and compliance adherence. Additionally, the Director manages a team that will be crucial in helping to support the community’s needs.
ESSENTIAL FUNCTIONS
- Deliver various reports to both external and internal stakeholders ensuring CCD is meeting its required obligations, including but not limited to New Market Tax Credits, NeighborWorks America quarterly reports, and City, State, and Federal funding reports,
- Deliver all required CCD grant reports and new grant submissions
- Develop and maintain accurate program data collection and tracking
- Cultivate key CCD external relationships, including but not limited to partner developers, realtors, wholesalers, lenders, community residents and leaders, community-based groups, and anchor institutions
- Grow community support for CCD programs from both external and internal stakeholders through individual & group meetings, information sharing
- Manage equitable recruitment, vetting, and management of development partners with a lens of strengthening representation from minority- and women-owned businesses
- Drive program delivery processes to ensure highly successful and scalable products and services, including developer and realtor selection processes, developer and realtor network growth, community project selection, and the resident service referral process.
- Negotiate CCD-related agreements, contracts, and financing documents, including limited partnership agreements, loan documents, construction contracts, architectural agreements, and property management agreements
- Manage departmental budget
- Lead a team of three and partner with the Director-level team across NHS
- Manage timeline of activities such as acquisition/rehab, and community-related projects
SKILLS, KNOWLEDGE AND ABILITIES REQUIRED
- Experience in community development and engagement,
- Experience in economic development,
- Experience in housing real estate development, including finance, entitlement, design, and construction
- Experience with City, State, and Federal grant and subsidy funding
- Experience working through city and state municipal processes
- Strong verbal, written, and interpersonal communication skills.
- Excellent public speaking and presentation skills.

- Ability to travel within the Baltimore area to attend meetings and events
- Ability to travel outside of the Baltimore area to other states for conferences and meetings.

TECHNICAL SKILLS
- Experience working with MS Office software (minimum Excel, Word, and PowerPoint)
- Experience working with Adobe Acrobat, Airtable, Salesforce
- High proficiency in synthesizing and communicating complex financial information to a variety of audiences, especially executive-level team members
- Proficient in managing project budgets
EDUCATION/EXPERIENCE
- 10+ years of experience in real estate development, neighborhood revitalization, or related fields
- 5+ years of experience leading real estate development projects of varying complexity and city planning
- Bachelor’s degree in urban planning,
- Master’s degree Real Estate Development, Architecture, or a related field is a plus
MANAGEMENT/SUPERVISORY RESPONSIBILITIES
- Management of three-person team
- Manage external team of real estate project managers
PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT
Though most job duties will take place in an office environment, there may be times when an inspection of a property during various stages of rehab might be necessary.
