Research and Outreach Consultants (European Union)

This is a general call for proposals to identify individuals who are interested in collaborating remotely with the World Justice Project (WJP) as independent contractors to support our research team in identifying expert respondents in the European Union (EU) to complete surveys on rule of law, justice, and governance topics. This includes conducting desk research as well as outreach to universities, bar associations, law firms, civil society organizations, and think tanks in local languages. Ideal candidates will be located in the EU and/or have experience studying or working in the EU.

Time requirements will vary by country/region, but most opportunities will require a part-time commitment and will conclude in up to 12 months. Contracts will be calculated using hourly rates or fees per deliverable.

Consultants may be contracted to cover multiple regions, based on expertise and language capabilities. We invite individuals to submit their applications indicating the EU countries and/or regions they could cover. At the moment, our priority countries are Belgium, Cyprus, France, Italy, Latvia, and Spain. However, we will seek to contract consultants for other EU countries in the following months. Qualified applicants will be added to a database of independent contractors and will be contacted directly by the team when relevant opportunities arise.

Essential Duties and Responsibilities:

  • Identify expert respondents to complete surveys on rule of law topics in the EU, in assigned countries and/or regions, by conducting desk research and by engaging with universities, bar associations, law firms, civil society organizations, and think tanks.
  • Conduct telephone and email outreach to expert respondents once identified, to invite them to answer questionnaires designed by WJP. Consultants must be comfortable speaking and writing in the local language(s) in the region(s) assigned.
  • Review survey instruments developed by WJP to provide feedback and propose outreach strategies.
  • Translate communications materials as needed for research and outreach efforts.
  • Conduct desk research on assigned countries and regions.


Skills and Experience:

  • These consulting positions are open to individuals who are currently enrolled or have finalized a Bachelor’s or Master’s degree with a GPA or 3.5 or higher in Political Science, Economics, Law, International Affairs, Communications, Public Policy, Languages, or related field (advanced degree preferred).
  • A strong academic track record and an enthusiastic interest in the rule of law.
  • Strong Microsoft Office skills.
  • Experience liaising with external partners, vendors, and/or consultants.
  • Strong interpersonal, management and communication skills.
  • Attention to detail and strong problem-solving skills.
  • Ability to work independently, manage their own workload, and prioritize multiple tasks and work under deadline pressure.
  • English fluency is required; proficiency in the official language(s) for the EU country or region assigned is also required.
  • Commitment to WJP’s mission and principles.
