ABOUT LSC: The Legal Services Corporation (LSC) is the country’s single largest funder of civil legal aid for low-income Americans. Established in 1974, LSC operates as an independent 501(c)3 nonprofit corporation that promotes equal access to justice and provides grants for high-quality civil legal assistance. LSC currently funds 133 independent, nonprofit legal aid organizations with nearly 800 offices throughout the nation. 

This position will require working from an office in Washington, D.C., but is remote until LSC returns to in-office work. The successful candidate must live in the Washington, D.C. metropolitan area.

The LSC Office of Inspector General operates under the Inspector General Act. The OIG has two principal missions: to assist management in identifying ways to promote efficiency and effectiveness in the activities and operations of LSC and its grantees; and to prevent and detect fraud and abuse. The OIG's primary tool for achieving these missions is fact-finding through financial, performance and other types of audits, evaluations and reviews, as well as investigations into allegations of wrongdoing. BASIC FUNCTION: Under the supervision of the Assistant Inspector General and Legal Counsel, performs all assigned legal services associated with the functions of the Office of Inspector General. 


PRINCIPAL DUTIES AND RESPONSIBILITIES:

 

  1. Provides legal guidance to the OIG on issues involving all aspects of OIG functions, including audits, investigations, inspections, evaluations and the OIG’s administrative operations. Exercises independent professional judgment in recognizing legal issues, determining the scope of and approach to resolving such legal issues, and reaching conclusions.
  2. Interprets and applies the Inspector General Act, the Legal Services Corporation Act, and other laws and regulations; analyzes existing and proposed legislative and regulatory matters related to LSC and the OIG and assists in formulating and coordinating the OIG’s position on such matters.
  3. Assesses OIG findings and evidence to determine whether there is reasonable cause to believe there has been a violation of law. Provides advice to the OIG on obtaining information by subpoena and prepares subpoenas for service.
  4. Independently plans and conducts legal research. Drafts memoranda, legal opinions, testimony, legislation, and regulations, as required. Reviews OIG policies, procedures, and external written communications for legal sufficiency.
  5. Negotiates, drafts and reviews legal documents such as OIG contracts with independent contractors and other third parties.
  6. Assists with the OIG’s litigation activities, Freedom of Information Act function, and congressional relations.
  7. Represents the OIG at meetings with LSC management staff, congressional staff, and outside entities.
  8. Performs other related duties as assigned.

 

COMPETENCIES REQUIRED:

General:

Excellent written communication skills with demonstrated ability to produce professional, clear, well-written work product that requires minimal editing; excellent oral communication and interpersonal skills with demonstrated ability to reach different audiences and manage conflicts. Experience researching and analyzing complicated concepts and offering cogent conclusions. Unimpeachable integrity and adherence to the highest standards of ethics and professionalism. Ability to function in a discreet, diplomatic, and confidential matter. Must possess sound judgment and articulate well-informed and objective recommendations. Ability to keep abreast of current legal issues and understand trends that affect the OIG, LSC, its grantees and their clients. Must be conscientious, disciplined, versatile, and highly motivated. High degree of flexibility, capacity for self-management, and attentive to detail. Strong organizational skills, and ability to manage multiple priorities. Understanding of and commitment to organizational mission and goals. Ability to influence, motivate, challenge, and inspire confidence among others. 

 

Technical/ Specialized:

A law degree from an accredited institution and admission to, or eligibility to waive into, the District of Columbia Bar. Up to three years of experience in the practice of law for Staff Attorney candidates and at least three years of experience in the practice of law for Assistant Counsel candidates. Must be in good standing with any bar to which the applicant is admitted. Must have proven ability to analyze statutes, complex regulations, policies, and proposals. Experience working in an Office of Inspector General is preferred, as is experience with the Inspector General Act and the Freedom of Information Act. 

 

SALARY AND BENEFITS:

Salary:

Staff Attorney: Salary range: $74,950 – $116,788

Assistant Counsel: Salary range: $106,823 - $138,868
