Westchester Residential Opportunities (WRO) is a nonprofit organization located in White Plains, New York whose mission is to promote fair and affordable housing for all individuals of the lower Hudson Valley region. WRO employs a variety of tools to advance this objective including civil rights testing and investigation, education and outreach, training and advocacy, research, collaboration and enforcement.

WRO is looking for a Fair Housing Counselor/Investigator to work pursuant to an ongoing 3-year grant (subject to renewal annually) from the US Department of Housing and Urban Development to investigate compliance with Federal, NYS and local fair housing laws throughout the lower Hudson Valley. The Fair Housing Counselor/Investigator will assist the Fair Housing team to achieve its goals and efforts to monitor, address and prevent housing discrimination in the lower Hudson Valley region.   

Essential Duties and Responsibilities include:

·        Conducting intake interviews and follow-ups with complainants by phone and in person, as appropriate

·        Assisting clients with reasonable accommodation and reasonable modification requests

·        Assisting the Testing Coordinator in designing and conducting tests, researching testing targets, recruiting, training and supervising testers, and evaluating results of testing

·        Assisting with preparation and distribution of education and outreach materials

·        Assisting in report writing

·        Assisting in recordkeeping, creating and managing databases and all necessary forms for recording test and complaint logs

·        Recruit testers, including sending and reviewing forms, and screening tester applicants

·        Planning, conducting and scheduling outreach and education events throughout Westchester and the Lower Hudson Valley, including creation of written and electronic outreach materials and conducting virtual and in-person presentations and trainings

·        Other duties as assigned by the Test Coordinator and Fair Housing Director

The Counselor/Investigator will report directly to the Fair Housing Testing Coordinator and indirectly to the Fair Housing Director and Executive Director.

Knowledge and Qualifications:

·        Bachelor’s degree, strong written and oral communication skills

·        Commitment to civil rights work

·        Strong critical thinking and analytical skills

·        Strong research and organization skills

·        Ability to write clearly and effectively

·        Fair Housing/Fair Lending experience preferred

·        Ability to interact respectfully with people from diverse cultural, racial and socio-economic backgrounds

·        Proficient in basic office technology, including Microsoft Office

·        Bilingual Spanish language a plus

·        Skills in statistical/demographic research, datamining and data visualization a plus.
