Responsibility Summary

The Chief Human Resources Officer (CHRO) ensures that the children and families served at ChicagoCAC receive the best possible services through the oversight and implementation of consistent, streamlined human resource (HR) processes and talent activities for individual employees, managers and the agency. The CHRO leads the agency’s workplace culture, diversity, equity and inclusion initiatives. The CHRO is an Executive Team member and agency leader and works collaboratively with peers in strategic planning, overall agency oversight, budget preparation and management, and board engagement.

Primary Responsibilities:

• Own the facilitation and integration of all talent and strategy-focused planning activities for the agency, including workforce planning, organizational design, talent/succession planning, and change management

• Responsible for overall assessment of Chicago Children’s Advocacy Center’s organizational culture and development; develop strategies that foster high performance, seamless teamwork and desired retention rates

• Own our diversity, equity and inclusion (DEI) initiatives

• Spearhead the workplace culture initiative, including the work of the Interest and Advisory Groups (IAGs). Expands program outreach and increases participation rates among staff and agency partners

• Partner with agency leaders to identify employee and leadership development needs, performance improvement and organizational effectiveness interventions. Provide counsel and development coaching to leaders and develop and execute strategies to address opportunities

• Lead and develop the total rewards program that would recruit and retain the best and brightest staff to meet the organization’s needs. Collect and evaluate data including compensation, retention, turnover, diversity, etc. and use this analysis to meet and modify ChicagoCAC goals

• Consult and advise on routine employee relations and discipline matters, in collaboration with pro-bono counsel when needed. Moves issues to resolution, achieving the best possible results for both the agency and its employees.

• Facilitate and advise on all programmatic HR activities (goal setting, performance reviews, talent planning, staff engagement, salary planning, etc.)

• Oversee creation, implementation and updates of the personnel manual, agency policies and procedures, and employee communications to ensure compliance, appropriateness, and value.

• Provide orientation, or ensures orientation is provided, for all new employees on ChicagoCAC personnel policies, procedures and benefits

• Design and maintain a comprehensive professional development and training plan for agency staff.

• Review and oversee the creation of all job descriptions and ensures that all staff have a current signed, accurate job description in their file

• Create, implement, and manage the staff performance evaluation process

• Ensure that personnel files and human resources policies meet the requirements of our contractual obligations

• Ensure proper hiring, terminating, and performance management protocols are being followed with respect to ChicagoCAC policy and relevant laws and statutes

• Oversee our quality improvement processes including staff and consultants 


Executive Leadership Responsibilities:

• As a member of the executive team, the CHRO will:

- Act on behalf of the executive director as directed or in emergency situations

- Attend board meetings and assigned board committee meetings

- Engage in strategic planning, budget development, and in making critical agency decisions

- Partner with senior leadership to provide guidance and direction in the development and execution of a functional HR strategy

• Lead agency-focused projects as requested

• Participate in local networking and training opportunities.

• Perform other duties as assigned.

Discretion

The Chief Human Resources Officer has a high-level range of discretion and independent decision-making.


Supervisory Responsibilities

The Chief Human Resources Officer directly supervises the Human Resource Generalist, and Quality Assurance Consultant.

Supervisory staff are expected to participate either as a volunteer or paid attendee at organization fundraisers (including but not limited to: Luminary Award Dinner, Brew & ‘Que, A Night of Heroes, etc.) Supervisory staff are also expected to participate in ChicagoCAC sponsored client/staff/community events (including but not limited to: Child Abuse Prevention Month Activities, Back to School Backpack Drive, Kid’s Holiday Party, Spirit Squad Events, etc.) It is expected that our supervisory staff participate in as many of these events as possible. 

Relationships

The Chief Human Resources Officer works closely with the Executive Director, the Chief Financial and Operations Officer, and other members of the executive team.

Qualifications 

Minimum educational requirement of a bachelor’s degree, with a Master’s Degree in either Human Resources or an MBA. At least10 years of experience in human resources and in managing teams required. Ability to work in a fast-paced, multi-tasked environment, with a willingness to learn and adapt in an ever-changing environment. Must possess excellent management skills, professional written and verbal skills, including report writing and presentation and organizational skills. SPHR Certification is preferred.
