ABOUT CJA

The New York City Criminal Justice Agency (CJA) is a not-for-profit service and research organization that operates in partnership with the New York City Mayor’s Office of Criminal Justice. CJA is the City’s main pretrial services agency, combining operations, pilot projects, and research under one roof. CJA utilizes procedural justice practices to provide pretrial services to over 200,000 persons arrested annually in New York City. Information collected about these arrestees and subsequent case processing is maintained in the agency’s internal and externally shared database systems, which are used to conduct descriptive and evaluation research on arrestee characteristics, case processing and court outcomes, and on issues and potential reforms to criminal justice policy in New York City. CJA’s programs operate in the criminal courts and detention facilities 24 hours a day seven days a week within the 5 boroughs of NYC, employing over 250 employees, citywide.

PROGRAM SUMMARY

Reporting to the Director of Operations, the Senior Manager of Strategic Initiatives will coordinate and oversee the implementation of latest and new initiatives within the Operations Department, in line with CJA’s strategic plan and goals. The position will be responsible for the day-to-day management of CJA’s role in Atlas, a voluntary program run through the NYC Mayor’s Office of Neighborhood Safety and the Mayor’s Office of Criminal Justice (MOCJ) that offers a range of trauma-informed and peer-based healing supports to people who have been arrested and released on their own recognizance. Externally, this individual will serve as CJA’s liaison with pretrial justice actors including non-profit organizations and community-based programs to support, coordinate, and track the agency’s efforts for Atlas. Internally, this individual will partner with CJA’s Outreach Unit, Planning Unit, Research Department and IT Department in order to build upon and expand this new collaboration. Additionally, this person will coordinate with the leadership team of the Operations Department and internal staff on the agency’s existing community-based initiatives and partnerships to ensure alignment with overarching goals and internal workflows. This person will have experience in managing a team, coordinating and leading trainings, program evaluation, and building productive partnerships and collaborations with diverse staff, as well as stakeholder groups. This person will improve and build upon the department’s data quality and quality assurance to provide support for management reporting, performance measurement, and assessment. This position will manage a team of two people in data management.

PRIMARY RESPONSIBILITIES

Atlas 

Project Management: Manage day-to-day CJA’s roles and responsibilities pertaining to all Atlas-related work streams, including client identification, support for engagement efforts in collaboration with Outreach unit and Planning unit, and data analytics to track /report success and challenges.

  • Implement and continuously improve the process for CJA to refer eligible clients to Atlas programs in order for clients to participate in voluntary evidence-based programs
  • Collaborate with justice-impacted individuals and organizations in order to build a screening and referral system that is compassionate and mindful of using client-informed strategies
  • Work with Outreach unit and Planning unit on staff training and staff development for those working on Atlas at CJA
  • Facilitate intradepartmental meetings and initiatives to support the success of Atlas referrals at CJA.

External Stakeholder Engagement: Serve as primary liaison with external partners that include Mayor’s Office of Neighborhood Safety, United Way, and social service providers to develop and implement new processes and protocols to ensure the success of all Atlas-related work streams

  • Attend regular meetings with partners to improve referral process
  • Create and maintain active partnerships and communication channels between all agencies
  • Develop and maintain communication strategies to increase referrals to Atlas across programs
  • Engage with New York City pretrial communities and stakeholders, including attending community events, conducting outreach, and supporting CJA initiatives as needed.

Data Analytics: Work with project and research staff to develop, track and analyze performance metrics and track outputs and outcomes of Atlas-work and other projects in order to determine success and areas of growth.

  • Implement and develop as needed in partnership with the Information Technology department to use database solutions to store and retrieve information relevant to the research and program needs 
  • Prepare program monitoring reports and preliminary analyses to track program effectiveness
  • Manages Data Management team, including reviewing and ensuring all quality assurance and data cleaning done by quality assurance staff to ensure accuracy and consistency across analyses

Strategic Initiatives in Operations/CJA

Manage New Initiatives: Manage and coordinate new strategic initiatives that build upon CJA’s operations department in collaboration with Operations leadership and in coordination with efforts of the agency’s Executive Team. Such strategic initiatives may include but are not limited to:

  • Develop and manage strategy for use of data analytics and quality assurance to assess performance and conducting related trainings in partnership with research to support program evaluation and high-quality implementation of CJA’s work streams in Operations.
  • Work with Planning, Operations leadership, and Human Resources staff on the strategy for learning and development in Operations
  • Supporting the agency’s ongoing DEI efforts and initiatives alongside CJA Leadership and external DEI Consultant.

REQUIRED QUALIFICATIONS

Education and Experience

  • Bachelor's degree required in public policy, political science, education, social work or related field. Master’s degree required.
  • At least 5 years of management and supervision experience of a project and/or people working in a team while in a fast-paced environment.
  • At least 5 years of relevant and progressive work experience in criminal justice or a related field, with a focus on building and cultivating community partnerships and engagement.
  • Experience working with government officials and agencies is preferred.
  • Must have experience with project initiation and innovation, with the ability to be an out-of-the box thinker as well as a team player.

Communication and Interpersonal

  • Must have the ability to work with people from diverse backgrounds in a culturally competent manner. Bilingual in English/Spanish preferred.

  • Must possess excellent skills in Microsoft Office especially Word, Powerpoint, and Excel.

Project Management

  • Must possess strong project management and organizational skills that are self-motivated and informed by critical thinking and problem-solving, in order to manage to see complex tasks through to completion.
  • Must be able to manage up to various stakeholders and executive staff in order to effectively manage complex project and manage multiple priorities simultaneously and adhere to timelines.
  • Must be an analytical thinker with logical structuring skills and ability to communicate thought processes articulately.
  • Must be independent, organized and output-driven with the ability to prioritize duties and make sound decisions in the moment.
  • Must be interested in learning how to use other software or programs for data analysis.

OTHER REQUIREMENTS

  • Must demonstrate evidence of commitment to principles of diversity, equity and inclusion.
  • Must be comfortable engaging in analysis and thoughtful exploration of the impact of CJA’s work on the NYC’s diverse communities.

SALARY: $93,000-$98,000

Note: Due to the nationwide pandemic CJA has implemented remote working for most staff until March 2021.
