    Our continued growth and increasingly nationwide scope of work has created an opening for a Program Manager, primarily supporting Forth’s Affordable Mobility Platform (AMP) program and  managing Forth’s vehicle assets.  Forth is seeking a long-term addition to our Programs team to manage/support these projects, and others in the future as their skills and knowledge grow and/or these projects come to an end.

    The AMP program focuses on increasing affordable access to electric vehicles, particularly in traditionally underserved communities, through EV carshare services. With multiple carshare sites launched in OR, WA, MI, NM, mostly at income-based housing sites, we are continuing to expand the service to other cities across the US. The Program Manager will be part of the team that is establishing relationships with potential host sites, negotiating site and service delivery contracts, engaging with residents and the community to launch the service, and ensuring smooth operation of the launched services.

    Forth also maintains electric vehicles across Forth's wide-ranging portfolios, from personal e-bikes and scooters to class 8 tractors and buses. This position requires a significant amount of time working hands on with different vehicles and will be a great fit for an individual seeking a mix of desk and in-the-field work.

    DESCRIPTION OF DUTIES

    National AMP Program Management (50%). The Program Manager will:

    • Develop and maintain relationships with local and national partners and stakeholders
    • Collaborate with affordable housing partners (carshare vehicle host sites) on research, outreach, and promotion to increase car utilization
    • Negotiate and execute federally-approved subrecipient agreements with local partners
    • Monitor and ensure internal and external partner deliverables are met
    • Oversee the installation of electric vehicle charging infrastructure and the successful carshare launch and operations at each site
    • Provide updates of project status in each region to the greater AMP team and Senior Program Manager
    • Present reports and updates on the project at conferences, workshops, or events
    • Work closely with our carshare platform partners to support carshare operations in collaboration with their staff
    • Assist with tracking and developing program viability
    • Collaborate with partners on outreach to increase vehicle utilization

    Fleet Management (40%)

    • Guide day-to-day fleet coordination:
    • Manage and track vehicle registration, insurance, and maintenance across Forth’s fleet of vehicles, including light-duty EVs, e-bikes, agriculture equipment, and more
    • Coordinate vehicle maintenance schedule and servicing, including tracking OEM recalls and taking vehicles to dealerships and service centers
    • Ensure and monitor fleet cleanliness, safety, and appearance
    • Maintain and improve Forth’s fleet protocols, including establishing physical and digital systems
    • Establish and maintain contracts and payment schedules with service contractors and vendors
    • Occasionally move/deliver a vehicle to a location in Oregon, Washington, and other states 
    • Identify and procure new program vehicles, as needed
    • Oversee telematics installation and operations
    • Occasional hands-on vehicle maintenance tasks, such as: replacing a 12-Volt vehicle battery, replacing windshield wipers, inflating tires, troubleshooting telematics devices, and programming key fobs
    • Orient Forth staff who will be driving fleet vehicles and coordinating fleet schedule
    • Maintain vehicle branding and decals
    • Coordinate as necessary with members and operational partners in responding to service and car issues, incident reporting and filing claims
    • Stay-up-to date regarding e-mobility vehicle and industry news, and provide professional recommendations to program staff and partners 
    • Delegate fleet tasks to a Program Associate, as needed 

    Administration and Other Tasks as Needed (10%)

    • Provide input to Strategic Planning, participate in on-site and off-site Staff Meetings, etc.
    • Participate in and support in-person events, such as EV ride and drives and outreach events. 

    QUALIFICATIONS

    Required:

    • A passion for Forth’s mission and values and a desire to deepen your understanding of diversity, equity, and inclusion
    • 3-5 years of experience in transportation, energy, nonprofit, or a related field
    • Experience in managing multiple conflicting project priorities and meeting deadlines while maintaining a healthy work-life balance
    • Demonstrated interpersonal skills; ability to cultivate professionally collaborative relationships with both internal and external stakeholders
    • Ability to work independently and maintain “big picture” perspective while diving “into the weeds”
    • Communication
    • Excellent cross-cultural communication skills, both written and verbal
    • Skilled at preparing and delivering engaging presentations
    • Ease and familiarity with basic vehicle maintenance (replacing a 12-Volt vehicle battery, replacing windshield wipers, inflating tires, troubleshooting telematics devices, and programming key fobs)
    • Ease and familiarity with smartphone apps (preferably carshare apps and services), computers, email, spreadsheet, basic database management (i.e. Google Workspace, Microsoft Office, DropBox, Asana)
    • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, procedure manuals, insurance forms, and contracts
    • Willingness to travel in the Portland Metro area and Oregon/Washington (day trips) as needed (3-4 days per month) 
    • Willingness and ability to travel in the US for 2-3 days at a time, approximately 2-4 times per year to attend industry conferences, launch events, and to visit host sites, and manage delivery of vehicles
    • Valid Driver's License and a good driving record
    • Able to maintain a safe home office environment

    Helpful:

    • Bachelor’s Degree in related field
    • Multilingual, especially Spanish  
    • Experience firsthand with electric vehicles and the EV industry 
    • Experience with fleet or vehicle management 
    • Experience working for a nonprofit organization with a mission-driven staff and board
    • Experience with project management tools such as Asana, MS Project
    • Experience with CRM services such as Salesforce
    • Experience working for any of these key stakeholders: electric vehicle charging providers, carshare companies, electric utilities, local governments, consulting firms, major transportation companies, fleet management companies, or affordable housing

    COMPENSATION

    Starting salary range is $65,750 - $80,750 annually commensurate with experience. Excellent benefits include four weeks paid vacation annually, fully paid health, dental and vision insurance for the employee and all dependents and an employer retirement contribution after six months (no match required.)
