Purpose:

The Housing Program Manager works to strengthen and support housing stability by overseeing assigned prevention programs and providing supervision to a team of Housing Stability Specialists. In collaboration with peers, the Housing Program Manager is responsible for creating a cohesive culture amongst all Housing programs. In addition to managerial duties such as performance management, hiring and leading staff meetings, this position may carry a case load, providing case management for households with different needs. This position reports to the Deputy Director of Housing.


Essential Functions:

·        Responsible for direct oversight and management of housing programs. Implements service delivery targets and ensures program objectives are met. Monitors service delivery and reporting against contract targets. Monitors funding requirements and budget status for programs under management.

·        Works with Deputy Director and Senior Director of Housing to implement the evaluation plan. Ensures that all employees understand the importance of evaluation in successfully working with clients and provide accurate and timely data collection. Engages in discussion of evaluation and outcome data analysis as needed. Implements any necessary changes in policy/procedure or practice as needed as a result of evaluation findings.

·        Collaborates with the Deputy Director and Contracts and Billing Supervisor in preparing for program audits and site monitoring visits. Reviews appropriate case records for compliance with program contracts. Prepares documents requested by contract monitors. Facilitates staff involvement as appropriate and participates in site monitoring interviews.

·        Works with the Deputy Director to maintain and update Housing Services Policy and Procedures Manual. Identifies opportunities for process improvement and, in collaboration with staff, works to successfully incorporate them into the program.

·        Provides supervision to a team of Housing Stability Specialists, conducting regular reviews of case records. Ensures Housing Stability Specialists’ adherence to quality assurance standards, policies and procedures, legal requirements and agency client confidentiality standards. Provides guidance, feedback and coaching to direct reports. Shares relevant agency communication about programs frequently.

·        Employs effective reflective supervision practices to help direct reports more effectively manage case work and address secondary trauma. Encourages continual learning through routine case reviews in team meetings.

·        Participates in local networks and professional groups, providing information on program services and outcomes to internal and external audiences. Participates in relevant community, provider, and funder meetings, coalitions and networks, offering program leadership as appropriate. Provides information about program services. Seeks out and responds to community speaking opportunities. Represents the agency in a professional manner.    

·        Maintains collaborative working relationships with funders, landlords, property managers and referral partners and resources. Participates in the development of new and expanded contract opportunities. Provides feedback on contract terms in the context of service delivery capabilities.

·        Engages families and individuals in obtaining and maintaining housing by utilizing an approach that is client-centered, strength-based, trauma-informed, engagement-focused and individually-tailored. Conducts in-depth assessments to identify strengths and barriers across a comprehensive range of life domains. Engages clients in identifying specific housing needs, achievable goals, and practical action plans to address barriers to their housing goals. Links clients to community resources as needed and engages clients in establishing a support network sufficient to their specific needs. Provides crisis intervention, financial assistance, and advocacy as needed.  

·        Negotiates with landlords or facilitates financial assistance when appropriate.

                                                                                                                                                                                         

Additional Responsibilities:

·        Maintains knowledge of security and privacy rules and policies, Washington State rules and regulations, agency policies and protocols.

·        Maintains professional and technical knowledge and skills by completing educational workshops, participating in in-agency trainings and case consultation opportunities, and engaging in professional networks.


Requirements:

·        Bachelor’s Degree in Social Work, Counseling or related field required, Master’s degree preferred.

·        At least 3 years of housing case management experience, with 3 years’ leadership or supervisory experience.

·        Experience providing culturally appropriate services to people from diverse racial, cultural, and ethnic backgrounds.

·        Knowledge of how trauma affects the life of an individual seeking assistance. Possess an approach that is respectful, collaborative, informative and connected to empower the client.

·        Valid Washington State Driver License and access to a reliable insured vehicle required.

·        Language skills in Spanish, Oromo, Tigrinya, Amharic and/or Somali is a plus.

·        Highly developed cultural competency and awareness; practices appropriate, relevant and sensitive strategies for working with a culturally diverse population.


Physical and Mental Requirements:

·        This position involves expressing or exchanging ideas through verbal means (oral or electronic) to convey detailed or important information to clients and co-workers, in person or over the telephone.

·        This position may require a moderate amount of sitting, standing, and/or walking around in a standard office environment.

·        The position generally involves movements of the wrists, hands and/or fingers, mostly typing on a keyboard or otherwise using a computer.
