WCF seeks an experienced and talented part-time contracts consultant to support our Finance and Operations team in drafting and reviewing contracts, primarily service agreements, and other types of agreements. The engagement will perform extensive agreement administration, from creation to modification, closeout, as well as contracts pipeline management.


The successful consultant will demonstrate evidenced success in being motivated, a self starter and team player with the ability to balance competing demands on a variety of matters. S/he must be an effective problem-solver, have excellent organizational and communication skills and a strong attention to details. The consultant must be able to summarize and interpret intricate details from legal documentation. Exceptional writing and editing skills, prior contracting and legal experience, USG compliance experience, and nonprofit experience are a must.


Other deliverables include but are not limited to:


 Full life cycle agreement management (“cradle to grave”)

 Assist contracting office with drafting various contract documents including base contracts, service agreements, and modifications.

 Provide a working knowledge of CFR200 and agency supplemental regulations; follow all applicable procurement procedures; for all procurement related to contracts, review and validate all procurement supporting documentation  Utilize all applicable regulations, policies, and procedures while participating with a variety of Program Offices to ensure synopsis, procurement planning and review, justification, and approval including all and any necessary information to facilitate successful contract/agreement awards

 Act as a business adviser and/or representative providing business advice and risk analysis to the CFO

 Coordinate tracking and archiving of all contracts as well as pipeline management in support to the contracts team The initial term of the consultancy will be three months based on 20 to 25 hours per week. The consultancy will be renewable based on performance and will be located in DC or remotely. The consulting’s hourly rate for this engagement will be commensurate with market rates for nonprofits similar to WCF.


Minimum Tangible Experience:


 Bachelor’s Degree in law or a business-related field such as accounting, business administration, economics, finance, law, purchasing, or related discipline required; JD or Master’s Degree preferred.

 7-10 years of prior contracting experience required

 Demonstrated knowledge of USG rules and regulations including CFR 200

 Excellent written and spoken English

 Strong organizational management skills, including the ability to prioritize tasks, time management, adherence to tight deadlines, and the ability to handle multiple activities;

 Ability to produce deliverables with minimal guidance and supervision.

 Consulting engagement will require interaction with multiple offices. Interpersonal skills and the ability to communicate effectively are necessary.
