The director of services will coordinate and expand BHRC’s service-delivery and street outreach efforts in Maryland, with a focus on Baltimore City. The person in this role will also serve on BHRC's executive leadership team to collectively provide organizational oversight with the directors of education and mobilization. To ensure job accountability, the three members of this executive leadership team will co-supervise each other via regular team meetings and other tools. It is also expected that the director of services receive and provide feedback to the rest of the staff via regular check-in meetings and the organization’s advisory board via quarterly board meetings. 

BHRC’s organizational structure is reflective of our values of collaborative leadership and leaderfulness. In lieu of one executive director, BHRC has three co-directors who serve as executive leadership team: director of education, director of mobilization, and director of services. BHRC’s executive leadership team collectively provides organizational oversight and shares the administrative burden of running the organization along with the operations team. Activities related to organizational oversight include: overall supervision of staff, fundraising, performance monitoring, grant reporting, donor relations, and strategic planning. As this semi-horizontal organizational structure requires a high-level of communication and cooperation, all staff (directors, managers, administrators, organizers, outreach workers, interns, etc.) collaboratively share and rotate leadership on projects.

We’re looking for a candidate who recognizes harm reduction as part of a broader movement for social justice - one who recognizes harm reduction as community resilience and survival, interrogates existing support systems around drug use, and advocates for community-led structural change.


Activities include, but are not limited to, the following:

  • Engage in building new partnerships to increase the number of people receiving harm reduction-based services in Maryland, with a focus on Baltimore City.  
  • Conduct inventory and supply ordering, service-related data collection and review, update resource guides, and supervise case management related activities (referrals, linkages, etc.) conducted by staff and volunteers. 
  • Engage in volunteer recruitment and retention to supplement staff time for service provision. 
  • Evaluate the services for continual program enhancement.
  • Supervise at least one part-time staff member, as well as contractors and volunteers providing direct services. 
  • As one-third of the executive leadership team, support: overall supervision of staff, fundraising/grant writing and reporting, donor relations, program evaluation, and strategic planning.

Candidates with personal experience of substance use, incarceration, sex work, homelessness, or otherwise being targeted by the war on drugs or anti sex worker policies are encouraged to apply.


Qualifications and Expectations:

  • Candidate should have a clear understanding of and commitment to harm reduction and racial justice.  BHRC’s definition for harm reduction can be found here.
  • Candidate must have at least 3 years of experience providing harm reduction services and an associate’s degree or higher in social work, counseling, sociology, psychology, or related field. Years of education could substitute for years of experience, at BHRC’s discretion.
  • Candidate is expected to take a leadership role including supervision of other staff members. Experience with supervision is helpful, but not required. Experience coordinating and supervising volunteers is expected. 
  • Candidate will be expected to participate in regular check-ins and staff meetings. Most will be conducted remotely until it is safe to work in person again. 
  • Candidate must have excellent writing and data compilation skills and experience with online navigation and various computer programs such as Microsoft Office products and Google Drive. 
  • Candidate must be detail-oriented and feel comfortable navigating the demands of service provision with flexibility and care.
  • Candidate must demonstrate commitment to transparency and collaborative decision-making. Experience with collaborative or consensus-based decision making is helpful, but not required. 


Remote work: Due to the nature of direct service work, the majority (~85%) of this position’s activities will need to be performed in the BHRC office and in community settings while adhering to social distancing and PPE protocol. When it is safe to do so, 100% of this position’s work will take place in the office.
