Background

The Movement Building Programme seeks a consultant to review the organizational governance manual primarily used to set governance practices across the Amnesty International movement.

As part of the International Secretariat, the Movement Building Programme supports national entities (Amnesty International’s national branches that are locally governed and managed) and strengthens their organizational health, governance, management and growth capacity, , and accountability. It enables the Amnesty International movement to increase diversity and grow its support-base by facilitating professional services to enhance their capacities and competencies.

Purpose and Deliverables of the Consultancy

The Movement Building Programme seeks a consultant to review the organizational governance manual primarily used to set governance practices across the Amnesty International movement This manual is also based on Core Standards, and statutes set up by the movement.

A key component to the Programme’s ability to support governance needs across national entities is having capacity building and reference materials offering expert and updated advise. In this sense, the organizational governance manual used by the Programme requires a review and update. The consultancy will provide an overall gap analysis and benchmark report.

The consultancy will have three main deliverables:

1. A benchmark and gap analysis report considering the suitability of the information in the manual in comparison to peer-membership based international non-governmental organizations, and literature and practice of organizational governance standards.

2. Key recommendations on how the contents of the manual can be deployed in alternative ways beyond a “manual” for effective capacity building of governance roles across the Amnesty movement.

3. A series of brief outputs (max 1-2 pages) describing key governance aspects, including:

a. The roles and responsibilities of governance in membership-based organizations

b. Key recommendations for effective Board performance

c. Key recommendations to embed anti-racism in governance

Fees and Timeline

The consultancy is planned for 15 days at a rate of £500 (including VAT) per day.

Capacity building recommendations - 3 days

Brief outputs - 3 days
