Headquartered in New York, with offices in Washington D.C., Connecticut, Florida, Puerto Rico, Rhode Island, and North Carolina, and a programmatic and funding footprint in 26 states, HF uplifts millions of Hispanic children, youth, and families locally and nationally through three essential service pillars: membership services/grant making, community programs, and policy advocacy.

Who We Seek

Hispanic Federation (HF) is seeking an enthusiastic and results-oriented Director of Federal Policy and Advocacy to advance HF’s policy priorities on Capitol Hill and with the executive branch. Reporting to the Vice President, Federal Policy and Advocacy, the Director will be responsible for providing substantive policy analysis and recommendations and developing and implementing advocacy strategies in HF issue areas.

Job Duties & Responsibilities

• Monitor and evaluate federal policy initiatives (legislative and administrative), providing timely, cogent policy analysis and recommendations

• Perform substantial writing, including completing issue briefs, talking points, advocacy letters, blog posts, draft op-eds, policy statements, monthly member communications, and reports

• Conduct, coordinate, and oversee research and tracking of the legislative and political state-of-play on a variety of bills and policy priorities creating an accessible, internal tracking system

• Work closely with the VP, Federal Policy and Advocacy to craft campaign strategy and implementation plans that include a full range of HF’s organizing strategies/tactics

• Work closely and collaboratively and in a leadership capacity with our national partners

• Build relationships with Congress, the White House, and federal agencies and represent HF at DC events as needed

• Draft legislative language and testimony, and produce a portfolio of public policy, research-based work products that will aid in garnering support for the organization’s priority public policy positions

• Attend meetings with congressional staff, policymakers, experts, and issue stakeholders to effectively communicate HF policy priorities and serve as a resource to policymakers and allies

• Provide congressional staff with technical expertise for hearings, developing legislation and appropriations

• Collaborate closely with the VP, Federal Policy and Advocacy to identify, develop, and lead relationships with strategic partners and coalitions

• Serve as an advocate and representative of HF in policy forums, coalitions, and networks increasing HF’s presence within coalitions and among partners, identifying opportunities for collaboration and partnership building

• Lead the federal policy team's ability to track, prioritize, and respond to the evolving national policy environment 

• Collaborate with HF communications and policy teams to assist in the development of online advocacy campaigns including action alerts, text campaigns, and complimentary social media advocacy plans and goals. 

• Maintain work plans for all projects and provide weekly briefings/updates to supervisor

• Prepare portions of policy and board reports as needed 

Required Skills and Qualifications       

• Law degree or master’s degree in Public Policy, Political Science or other relevant area

• 6+ years of professional experience in policy research and analysis including tracking and analyzing federal legislation and administrative activity

• Familiarity with working on federal legislative and/or administrative efforts to advance national legislation/campaigns, preferably involving Latino communities. Previous Hill experience is a plus.

• Proven leadership in crafting campaign strategy, working with coalitions, and managing political or advocacy campaigns. 

• Policy expertise in one (or more) of HF’s core policy areas

• Excellent interpersonal and communication skills, with a flexible, respectful, and collaborative spirit 

• Knowledge of federal administrative and legislative processes and an ability to leverage relationships to meet advocacy goals

• Advanced written and oral communication and research and data analysis skills; ability to analyze and synthesize complex policy information quickly and accurately for a variety of audiences and uses is essential

• Ideal applicants will be able to function independently requiring minimal supervision, exercise sound judgment, develop work plans, meet deadlines, be a flexible team player, results-oriented, able to manage and prioritize multiple policy projects simultaneously, be curious, open to learning, and an active supporter and participant in a collegial, fun, and productive work environment

• Strong organizational and computer skills required, including Microsoft Office (Word, Outlook, Teams, Excel, PowerPoint), and Google and other collaborative platforms. Able to communicate effectively and respectfully via virtual technology, conference calls, and messaging

• Experience working remotely

• At ease with technology and able to use technology effectively for organizing, writing, and online communication

Preferred Skills and Qualifications       

• Capitol Hill and/or legislative affairs experience and existing relationships strongly preferred.       

• Familiarity with national advocacy coalitions environment preferred

• Demonstrated commitment to Latinx communities combined with knowledge of Latinx policy and socio-economic issues, and strong understanding of intersectionality, racial justice, and gender equity and ability to work effectively with diverse stakeholders

• Strong commitment to Hispanic Federation's mission and core values

• Background in grassroots advocacy/organizing a plus

• Familiarity with federal budget and/or regulatory processes a plus

• Bilingual written and spoken (English/Spanish)

• Experience with social media (Facebook, Twitter, Instagram, YouTube, etc.) as advocacy tools as well as online outreach/campaign tools strongly preferred
