Summary:

The National Urban League (NUL) seeks a Senior Manager, in the Housing and Community Development Division who will guide the operation and administration of the department’s federally-funded HUD housing program and asset building services for low- and moderate-income (LMI) populations across the country. The Senior Manager will work to refine strategies for technical assistance and program designs that advance and preserve homeownership, promote financial capability, asset building, and other self-sufficiency models. The candidate will work with a team of talented professionals who create and deliver services and programs through partnerships with other nonprofit organizations, government agencies, foundations and corporate entities.


The Senior Manager will primarily provide direct management and oversight for NUL’s HUD Comprehensive Housing Counseling grant and other demonstration programs and applied research projects as assigned, help develop new resources and alliances that will enhance and expand the services of the Division, and assist in the management of a portfolio of more than forty (40) Urban League affiliates located throughout the US.


Essential Functions:

·      Providing detailed project management of program operations and deliverable, managing and preparing reports to government and foundation funders;

·      Managing data collection and federal and organizational databases;

·      Designing and refining evaluation and analysis approaches;

·      Developing tools and resources to support affiliate and NUL programmatic operations;

·      Conducting site visits as needed to review affiliate program performance and providing technical assistance as needed to enhance performance;

·      Assisting in the coordination of the work of professional staff, graduate assistants, and research fellows assigned to the division.  

·      Work closely with the Senior Vice President of Economic Programs, the Director of Housing and Community Development and other Division team members to manage the strategic direction of the Urban League’s “Economic Empowerment Agenda,” to build and maintain relationships with grassroots groups and national organizations engaged in community development, to develop new program initiatives and coordinate projects as they arise, and to contribute to an ongoing fundraising strategy.



Education:

·      Bachelor’s Degree required, MA/MS in advanced fields preferred (community development, urban planning, non-profit or public administration, public policy, social work, or other related field)


Experience:

·      At least three years of experience in the area of housing and community development and/or neighborhood preservation

·      At least three years of experience in program grant management

·      At least three years of experience working with non-profit organizations, economic development groups and financial services firm


Skills & Knowledge:

·      Strong project management skills and experience

·      A national reputation for producing tangible and durable results in the arenas of community change and place-based development, creating innovations, working in diverse partnerships and starting up new projects.

·      Familiarity with various affordable housing strategies – rental, public housing, vouchers, homeownership, supportive housing – their key components, adaptability, financing requirements, barriers, and relevant policies.

·      Experience using data and metrics for evidence-based decision-making and for evaluating the outcomes of specific investment strategies.

·      Experience with various federal and proprietary database programs

·      Demonstrated ability to accountably manage a multimillion-dollar budget and contribute to responsible oversight of large-scale national programs.

·      A significant aptitude and imagination to understand and respond to the implications of emerging technologies for the Urban League’s work.

·      Demonstrated understanding of the structural opportunities and constraints associated with arresting the nation’s racial wealth gaps

·      A keen understanding and interest in the intersection between programs, policy and advocacy.            

·      Strong ability to listen, learn, motivate and teach.
