REPORTS TO: Government Relations Director
PRIMARY PURPOSE: To foster and leverage relationships with Congressional offices, caucuses, coalitions, and allied organizations in support of YWCA USA advocacy priorities. Advise YWCA USA leaders in the development and implementation of advocacy priorities and share key legislative developments and opportunities with local associations.

Today, we combine programming and advocacy in order to generate institutional change in three key areas: racial justice and civil rights, empowerment and economic advancement of women and girls, and health and safety of women and girls.
BASIC DUTIES & RESPONSIBILITIES:
Reporting directly to and working closely with the Government Relations Director, the Legislative Analyst will implement legislative strategy in support of the organization's public policy and advocacy goals, with a primary focus on outreach to Capitol Hill. The Legislative Analyst will:
• Represent YWCA USA on Capitol Hill, including conducting meetings with Members of Congress and their staff; representing YWCA USA at Congressional hearings, briefings, and other events; and fielding Congressional inquiries and requests.
• Monitor federal legislation and cultivate strategic opportunities to advance YWCA USA legislative priorities.
• Represent YWCA USA in coalitions/partnerships as assigned
• Support engagement of local YWCAs in federal advocacy for example, congressional briefings, field hearings, action alerts, testimony before Congress, Member meetings, and in-district advocacy activities.
• Support planning and coordination for biennial YWCA Capitol Hill Day, Leadership & Capacity Building Institute, National Conference, in-district recess and advocacy activities, and Hill-focused policy and legislative briefings.
• Draft talking points, Hill correspondence, fact sheets, action alerts, and related materials on YWCA USA’s federal legislative priorities.
• Update legislative priority web pages, internal advocacy Intranet pages and field engagement software (e.g., Quorum, Net Forum and other data systems).
• Provide support in planning monthly legislative update calls and webinars with local YWCAs
• Support departmental reporting requirements and local association surveys.
• Support submission of YWCA lobbying and compliance reports.
• Foster relationships with other YWCA USA staff to support advocacy efforts, specifically around legislative priorities.
• Supervise YWCA USA fellows/ interns as assigned.
• Other duties as assigned by the Vice President of Public Policy and Advocacy or Government Relations Manager
• Bachelor’s degree required; graduate/advanced level degree in a related field a plus.
• Minimum 3 years legislative and/or government relations experience required (minimum 5 years legislative/government relations experience required to be considered for a Sr. Legislative Analyst position). Experience on the Hill and/or in government relations department of a 501(c)(3) advocacy organization are highly valued.
• Working knowledge of legislative process, familiarity with one or more of YWCA USA legislative priorities, and experience with grassroots engagement and list-building. Appropriations experience a plus.
• Excellent oral and written communication skills.
• Strong analytical, organizational, and critical thinking skills.
• Experience working with coalitions and membership organizations.
• Demonstrated professionalism and maturity, and high tolerance for rapid pace and integrating at times divergent insights, perspectives and guidance from multiple stakeholders into action planning.
• Ability to work collegially in a fast-paced environment, tolerate ambiguity, and adapt to change as necessary.
PERSONAL QUALIFICATIONS: The selected candidate must be passionate about the mission of the YWCA. S/he must be a strong leader with a track record of success and capacity to coordinate and provide thought leadership to varied efforts across a broad array of organizational departments and initiatives, and maneuver effectively in an environment of notable change and organizational development.
The successful candidate will bring creativity, entrepreneurial energy, outstanding personal skills, emotional intelligence, intellectual prowess, and a strong commitment to YWCA mission objectives. S/he will have the ability to multi-task and work independently and as a member of a team, keeping both details and the big picture in mind.
S/he must have the ability to identify and set priorities while building and managing a wide variety of relationships and stakeholders. The candidate must be an intelligent, persuasive, hardworking advocate and ambassador for the YWCA.
