Job Summary: The Program Associate is a member of the Resident Services team and reports directly to the Resident Services Manager. The Program Associate is responsible for three primary functions; (1) Program Administration, (2) Program Quality Assurance (i.e. Grants, Contract and Administrative Program Compliance and (3) Data Analysis. The Program Associate is responsible for developing and maintaining administrative and information systems that support the work of the Resident Services Manager, the Resident Services Supervisors, and overall Resident Services team. Key activities include development and evaluation of data collection processes and analytical tools. The position requires strict adherence to confidentiality and will require a person who is extremely detailed-oriented with strong analytical, computer, customer service and problem-solving skills.

General Job Responsibilities:

Data Base Analysis and Program Quality Assurance:

  • Work with Resident Services team to ensure timely and accurate collection of quantitative and qualitative data including ongoing data entry into internal/external systems; maintain data integrity, reliability and validity.
  • Maintain internal and external grants/contracts management systems, including generation of monthly and ad hoc reports.
  • Assist the Resident Services Manager and Resident Services Supervisors on projects, reporting, and other day-to-day functions
  • Update database as required by program and program modifications.
  • Perform data analysis and synthesis of data to inform decision-making
  • Work closely with key Resident Service staff in the critical review, analysis, and development of data management tracking systems, identifying opportunities for continuous program efficacy and performance improvement.
  • Document and assist with training Resident Services Department staff on data collection and reporting standards, protocols and procedures.
  • Perform budget analysis and invoice review, ensure timely and accurate coding.
  • Assist the Resident Services Manager in determining database needs

Program Administration:

  • Provide administrative support to the Resident Services Supervisors on special projects
  • Maintain a directory of Resident Services Team contact information
  • Enter/compile annual resident services survey data
  • Develop and maintain resident services information profiles for each property
  • Reserve and set up space and equipment for meetings
  • Record important Resident Services Team meeting minutes, sending follow-up tasks and reminders to team members after the meetings
  • Draft, edit, and proofread general correspondence or other written materials
  • Maintain a log/attendance history of staff trainings
  • Work with the Property Management Associate to coordinate shared activities/data between the Property Management & Resident Services teams
  • Participate in the Disaster Resilient Organization (DRO) Committee
  • Manage inventory and order office supplies for work site
  • Provide support in setting up Resident Services staff offices with utilities and furnishings, including ordering office supplies
  • Provide translation support for notices and flyers

Minimum Qualifications:

  • Two (2) years administrative experience, or equivalent combination of education and experience
  • Experience handling multiple projects successfully
  • Demonstrated advanced computer skills (i.e. High proficiency with Microsoft Word, Excel, Outlook, PowerPoint, and other cloud-based and database systems)
  • Knowledge and experience in organizational effectiveness and operations management
  • Sensitivity to issues facing homeless, elderly or low-income populations
  • Typing speed of 50 words per minute

Preferred Qualifications:

  • Experience providing direct services and/or providing administrative assistance to a support services team
  • Demonstrated experience in data base management
  • Experience with data collection and reporting
  • Experience in managing or developing data systems
  • Bilingual/biliterate in English and another language, such as: Chinese, Russian, Spanish, Arabic, Vietnamese, or Korean
