EMERGENCY HOUSING VOUCHERS PROGRAM COORDINATOR

Alliance to End Homelessness in Suburban Cook County

 The Alliance to End Homelessness in Suburban Cook County (the Alliance) will be partnering with the Housing Authority of Cook County (HACC) to refer homeless individuals and families to the Emergency Housing Voucher (EHV) program that has been recently authorized through the American Rescue Plan Act (ARPA). We are looking for an individual to join our team to help execute this program over the next 18 months.

About the Alliance

The Alliance is a passionate, hard-working team dedicated to making homelessness in suburban Cook County (IL) rare, brief, and a one-time occurrence. Our role is to lead the Cook County Continuum of Care in realizing this vision by:

·        Creating and implementing a community-wide plan to prevent and end homelessness.

·        Strategic use and equitable distribution of federal funding and leveraging new resources to end homelessness across the region.

·        Measuring results, monitoring performance, and tracking progress toward our goals.

RESPONSIBILITIES:

·        Collaborate with current homeless service providers to ensure applications are submitted in a timely manner.

·        Assist in problem solving with the agencies and the staff at the Housing Authority of Cook County (HACC).

·        Review EHV applications that agencies submit on behalf of clients to assist with the quality review process and facilitate a smooth process with HACC.

·        Assist the current provider agencies with referring individuals to community-based resources for ongoing case management, when appropriate.

·        Ensure clients are enrolled and documented in the Homeless Management Information System (HMIS) and assist in data quality monitoring.

·        Ensure efficient referrals to the housing locator entity that is contracted by HACC to provide housing location and set up for individuals who receive an EHV.

·        Conduct case conferencing meetings to discuss specific client scenarios that may be delaying their moving through the EHV process.

·        Report to Coordinated Entry Program Director.

·        Other duties as assigned.

QUALIFICATIONS:

While we have a set of preferred qualifications listed, if you have other experience that you think is related, please apply.

·        Bachelor’s degree in social work, psychology, public health or related field. Master’s degree preferred.

·        Experience with discharge planning and/or making referrals to community-based resources to support individuals in independent living in the community.

·        Understanding of public benefits and resources including Medicaid MCO, Medicare MLTSS and LTSS, LINK, WIC CCU services, and other related benefits.

·        Successful track record in setting priorities; keen analytic, organizational, and problem-solving skills which support and enable sound decision-making.

·        Excellent communication and relationship building skills with an ability to prioritize, negotiate, and work with a variety of internal and external stakeholders.

·        Computer literacy, including knowledge of computer assessment tools, database systems and Windows environment. Proficient in Excel, Outlook and Word.

·        Ideally: Driver’s license, clean driving record, auto insurance, and access to personal vehicle.

·        Personal qualities of integrity, credibility, a growth mindset, and dedication to the values and the mission of the Alliance.

·        Ability to work with and collaborate effectively with a diverse team of staff and stakeholders.

·        Awareness of personal power and privilege, dedication to cultural humility, and demonstrated high value for diversity in work team. Possesses a commitment to anti-racism and anti-oppression in our work.

·        Ability to work independently, both on-site at the office located in Hillside, IL, remotely, and in the community.

·        Possess a commitment to being anti-racist and anti-oppression in your work.

COMPENSATION: Estimated salary range: $43,000-48,000. A competitive compensation and benefits package will be offered, commensurate with experience and qualifications.

Please note this position is currently funding dependent and will be funded by the EHV housing location grant set to expire in 2023.
