The Global Health Advocacy Incubator (GHAI), a program of the Campaign for Tobacco-Free Kids, draws on lessons from tobacco control and its growing experience on other public health issues to support policy change campaigns around the globe to improve health. To date, that work includes food policy and cardiovascular health, road safety, drowning prevention, preventing epidemics, and vital statistics.

 

GHAI is seeking consultants with legal expertise to support a broad agenda to promote healthy food policy and to protect the right to food, in multiple countries. As part of the Bloomberg Philanthropies Food Policy Program (FPP), GHAI supports civil society organizations to pass and implement key policies to develop healthier food environments, including: taxes on unhealthy food and beverage products; mandatory front-of-package nutrition warning labels; restrictions on marketing of unhealthy food products to children; and regulating the supply of unhealthy products in public sector environments, particularly schools. GHAI is also a partner on Resolve to Save Lives (RTSL), an initiative of Vital Strategies that seeks to prevent millions of deaths from cardiovascular disease through regulations to ban industrially produced trans-fatty acides (TFA), sodium reduction strategies, and other policies.

 

Through both FPP and RTSL programs, GHAI works with and supports civil society organizations, providing technical assistance and capacity building in advocacy, communications, and legal analysis. GHAI’s efforts to promote food policy continue to grow, and currently encompass 21 countries. GHAI now seeks additional consultants to help provide legal expertise to country-level advocacy efforts.

 

Depending on programmatic needs and consultants’ availability and expertise, consultant legal advisors may be hired for limited-term work in a specific country, or to provide legal support across multiple countries. Please note that this call is for consultant advisors; GHAI will contract for support through individual consultant agreements. Legal Advisors contracted through this mechanism will report directly to the FPP or RTSL Program Directors, or their designee, and will collaborate closely with staff, consultants, and partners on the FPP and RTSL teams, at GHAI headquarters in Washington, DC and in the countries where we work.

 

Ideal candidates will have experience in conducting legal analyses of public health issues, proven ability to develop and work in partnership with multiple stakeholders, and experience in dealing with government officers and political leadership at regional or national levels. Knowledge of/background in food policy and regulatory issues would be an important asset. Although the countries in which GHAI is working continues to grow, at this time, prior experience working in the following countries or in-depth knowledge of these legal systems, and relevant language skills, would be particularly helpful: Bangladesh, Ethiopia, India, Indonesia, Kenya, Nigeria, Pakistan, Rwanda, South Africa, Uganda and Vietnam.

 

Primary Duties

 

·        Assist GHAI and partners to develop legislative, regulatory, and litigation strategies to support food policy advocacy on FPP and RTSL programs

·        Provide legal analyses of existing and/or proposed legislation, regulations, and other initiatives at the national and/or regional level

·        Assist with the drafting of legislation or regulations;

·        Provide analysis and support on litigation involving food policy issues, and assist in retaining local counsel where necessary;

·        Respond to research requests for legal and policy advice from partners and GHAI staff;

·        Assist in developing country legal strategies as an integrated part of an overall advocacy strategy for policy change;

·        Work with the GHAI team to develop resource materials and tools relevant to advancing policy;

·        Participate in relevant meetings with local partners and GHAI staff, including workshops, seminars and other capacity building activities

 

Qualifications

·        Bachelor of Laws or Juris Doctor Degree (or equivalent) required; LL.M preferred

·        Minimum of five years of relevant legal experience.

·        Experience in legal analysis of public health issues, particularly in the area of nutrition and non-comunicable diseases. Experience in related areas such as consumer protection, corporate accountability, human rights, and transparency in government would be a plus.

  • Excellent analytical skills and legal writing and research ability.

·        Ability to apply legal skills in an advocacy setting and using legal analysis to advance policy change objectives.

·        Demonstrated excellence in communication and in working with peoples from diverse cultures and countries.

·        Ability to travel internationally may be required, depending on circumstances.

  • Fluency in English is required; country-specific work will also require proficiency in relevant languages, as appropriate.
