PHI is seeking an experienced and talented HR professional to join the Sustaining Technical and Analytic Resources (STAR) project as the Recruitment and Outreach Specialist. The Project is supported by the US Agency for International Development (USAID) Global Health (GH) Bureau. Its purpose is twofold: (1) Through individual fellowships, STAR will help strengthen the capacity of diverse American and LMIC health professionals at all levels to make innovative contributions to global health (GH); and (2) STAR will create ground-breaking opportunities for both US and LMIC GH academic institutions and other groups, including professional associations, to create systems for open-access knowledge sharing, resulting in effective partnerships. STAR’s individual and institutional participants are contributing to the development of self-sustaining systems and tools that will produce global citizens with the full spectrum of relevant health competencies.

 

The Recruitment & Outreach Specialist will serve on the Program’s Recruitment Team. S/he will work closely with the STAR staff, program partners, and the United States Agency for International Development (USAID) personnel to implement and support STAR and USAID’s program goals of a committed and diverse global public health workforce. The Recruitment & Outreach Specialist will be responsible for the full cycle recruitment of interns both domestically and internationally and the implementation of outreach activities. As the Recruitment & Outreach Specialist you will:

  • Support the identification of highly qualified candidates in specialized global heath disciplines for placements with USAID and other participating organizations.
  • Maintain good working relationships with personnel who will serve as hiring /onsite managers for STAR fellows and interns.
  • Coordinate with PHI’s Human Resources on recruitment activities to ensure compliance with organizational policies.
  • Support the Senior Recruitment & Outreach Coordinator as needed on fellowship placements.
  • Support the implementation of a multifaceted internship program that meets STAR’s goal of a committed and diverse global health workforce.
  • Be responsible for the full-cycle recruitment process for STAR interns which includes Communicating with hiring managers regarding potential intern needs and position parameters to establish expectations regarding STAR recruitment and onboarding processes; Drafting and formatting position descriptions and internal hiring documents; Posting positions to the STAR public website and other outlets including social media; Sourcing applicants as necessary (active recruitment); Maintaining communications with hiring managers and applicants during selection process; Conducting the initial candidate screening for all positions and making recommendations for finalists; Training program staff and intern alumni on the STAR application screening process during heavy recruitment seasons (e.g. the STAR Summer Internship Program); Hosting webinars/presentations on STAR Recruitment and Diversity philosophy and processes for hiring managers; Coordinating interviews with candidates and hiring managers; Conducting reference checks for selected candidates; and Making employment offers
  • Participate in planning, coordinating and implementation of outreach events at universities, conferences, career fairs and virtual events. Responsible for communication with venue staff and ensuring that logistical deadlines are met.
  • Assist with sourcing of fellowship positions as needed.  
  • Coordinate with PHI’s Human Resources on recruitment activities to ensure compliance with organizational policies.
  • Input data in a consistent manner and in accordance with program standards into recruitment management systems (e.g., web space, shared documents and filing, internal database systems).
  • Generate and format reports to include weekly recruitment, Annual, EEO, hiring manager survey, program, reports from the online recruitment system.
  • Contribute to regularly analyzing intern recruitment tools, processes and policies to assess which elements need to be refined, and recommending and implementing changes where requested.
  • Conduct informational interviews on monthly basis to support STAR outreach and diversity strategies.
  • Contribute to ongoing monitoring, evaluation and reporting of recruitment activities.
  • Contribute to the implementation of the program's diversity strategy aimed at reaching communities underrepresented within the field of global health for placement opportunities.
  • Contribute to the maintenance of diversity resources and professional networks, including outreach and networking with professional associations, alumni associations, job fairs, international organizations, and other venues as appropriate.
  • Participate in program outreach efforts, representing STAR at conferences, job fairs and global health meetings.
  • Other duties as assigned including backstopping other recruitment team members.


Our ideal candidate will possess the following qualifications:

  • A minimum of 3 years’ full cycle recruitment experience with internships and at least 1 years of international recruitment experience.
  • Familiarity with USAID or other Federal agency policies and procedures.
  • Experience with recruiting and hiring processes and ability to organize and coordinate large volume of applications and meet deadlines.
  • Excellent verbal and written communications skills.
  • Excellent computer skills using Microsoft Office, as well as social media platforms such as Twitter, Linkedin, Facebook, Instagram, Google+, etc.
  • Ability to develop and deliver verbal presentations to diverse audiences.
  • Excellent planning and organizational skills.
  • Strong customer service values and the ability to incorporate an exceptional level of customer service in all policies, procedures, and practices.
  • Strong attention to detail and high level of accuracy.
  • Ability to be flexibility, resourceful, and possess creative problem-solving skills.
  • Ability to manage multiple tasks appropriately and within established timeframes.
  • Ability to maintain confidentiality in all aspects of client, staff, and program information and exercise proper discretion and judgment.
  • US Citizenship or US permanent residency required.
