Essential Functions of Position: 

Support the preparation of Bay Cove and CASPAR payrolls weekly, assisting the Payroll Manager to ensure submission to Ceridian by the agreed upon deadline. Generate special “off-cycle” payroll runs for adjustments and employee bonuses as needed. 

Learn and understand the payroll-related specifications of our various services, i.e., shift differentials, relief rates, stipends, on call pay. Work with program managers and staff to research and address payroll issues that arise during weekly processing, such as variances in hours, approvals, or rates of pay. 

Complete training as needed to maintain full working knowledge of Dayforce system. 

Provide support to program staff to answer questions and address payroll inquiries on a daily basis. 

Work with the Payroll Manager, Ceridian customer support, and internal Dayforce administrators to address payroll-related system issues or updates as needed. 

Support the Payroll Manager in ensuring all payroll tax filings are completed, such as Federal 941, State M-941D, WR-1, Health Insurance quarterly tax, including any tax credits available. 

Process annually the additional income to be added to W2s, which includes personal use of company automobile, life insurance in excess of $50K, and short term disability. 

Participate in and support creation of W-2’s by January 31st each year. Learn and be able to complete the process in the absence of the Payroll Manager. 

Generate W2 copies for employees as needed.

Prepare data necessary to pay all amounts deducted for wage garnishments. 

Complete transactions for vacation advances, vacation-to-sick conversions, and employee loans. 

Upload various XML and CSV files into Dayforce HCM for payroll processing. 

Ensure accurate calculation of wages, tax withholdings and deductions, including but not limited to insurance, wage garnishments and child support orders.

Complete exception reports for audit purposes. 

Ensure all pertinent information has been entered into the payroll system for accurate annual tax reporting. 

Perform gross-to-net payroll entries and the release and distribution of payroll checks 

Prepare ad-hoc reports as requested. 

Provide proper compliance documentation to internal and external auditors as needed. 

Reconcile and balance taxable benefits as necessary. 

Work with the HR Benefits Manager to maintain compliance and correct calculations for employee 403b and benefit deductions. 

Calculate and process final paychecks for employee terminations. 

Maintain and ensure employee paid time off balances are correct. 

Work closely with Payroll Manager to ensure that policies and procedures are followed. 

Perform all other related duties as assigned. In the absence of the Payroll Manager, be able to complete the following tasks: 

Oversee and complete the entire weekly processing of payroll, including submission to Ceridian and running of GL reports for upload to Dynamics. 

Review and complete 403(b) and 457(b) retirement and savings transfers per IRS standards. 

Transfer funds, through payroll deductions, to pay back loans from VOYA. 

Transfer funds between Citizens bank accounts to cover payroll each week, ensuring that adequate funds are available in time for payroll processing by Ceridian.

Transfer the ACH file for direct deposit according to Ceridian deadline. 

Transfer weekly payroll tax liability according to Ceridian deadline. 

Ensure processing of monthly union dues and auto insurance invoices. 

Review insurance deductions and ensure that deductions are correct for employees. Revise and adjust deductions retroactively if needed to ensure correct charges to employees and Bay Cove. 

Maintain payroll check stock and coordinate with executive management to ensure that any manual paychecks are printed and signed on a weekly basis (as needed). 

Any other functions assigned by the Payroll Manager or VP – Controller. Requirements for the position: 

Associate’s degree in accounting or equivalent. 

Analytical and communication skills that enable research and resolution of issues with departments outside of payroll, including AP, Budgets and Contracts, and HR.

Demonstrated accounting, bookkeeping, and project management experience. 

An acceptable CORI (criminal record assessment) and drug test. Personal Characteristics:
