How will you fight for an AIDS-free generation?
We are seeking a Manager for our Awards, Compliance & International Operations (ACIO) team to provide leadership in USG Contract compliance. The Manager serves as a key resource in helping the ACIO team ensure compliance and efficient operations throughout the US and Africa, which ultimately helps EGPAF reach its mission.
No two days are alike at EGPAF, but what can you expect as a Manager?
USAID Contract Administration
The Foundation has won its first USG prime contract and is seeking an individual to contribute to our contract management as described below:
- Serves as a subject matter expert in USAID contracts, specifically AIDAR, FAR, and contract terms and conditions and maintains up-to-date awareness of changing regulations.
- Proactively proposes strategies or procedural changes required for the Foundation to stay compliant with changing donor regulations or requirements.
- Reviews and negotiates, with support as applicable, Requests for Proposals, original contracts, and modifications.
- Subcontractor Administration: Advises project office staff on negotiations with local subcontractors, specifically complex terms and conditions, USG and contract requirements. Prepares and updates subcontract and consultant templates and monitoring tools. Performs compliance reviews of subcontract and consultant packages (subcontract, modifications, negotiation memos, etc.).
- Grants Under Contracts Support: Support project office staff in administering and monitoring a grants under contracts program for USAID to include: assisting in drafting grants manual and update as necessary, preparing grant templates, providing USAID with support, as needed, in the grantee selection process, and performing compliance reviews of grant packages.
- Training: Create and implement a training program around USAID Contract compliance for relevant country and HQ staff. Create, disseminate, and maintain relevant guidance documents for USAID Contract Implementation as needed.
- Independently works with and/or oversees ACIO staff working with country office staff in assigned countries to ensure that the Foundation has satisfactory sub-grant and procurement programs, and transactions that provide cost-effective and responsive partnerships, goods, and services.
- Through robust and proactive technical assistance and spot-checking, ensures that country programs comply with donor rules and regulations, applicable Foundation policies and procedures, and pertinent U.S. and host country laws. Able to conduct hands-on deskside training, workshops, grantee briefings, or meetings with senior U.S./country office staff on any A&C topic.
- Develops contracting/grantmaking strategies (such as most appropriate type of award) and can negotiate awards, working in conjunction with program, technical, and new business staff.
- Provides A&C support to the Foundation’s new business development process, including review and negotiation of incoming awards to ensure favorable and appropriate awards terms.
Staff Oversight and Management
- Potentially manage a team of DC based staff members who provide day-to-day support to Contracts, Grants, and Procurement staff globally.
- Provide onboarding and continuous training and mentorship to assigned positions on the DC team to ensure high quality service standards within the department.
- Provides continuous guidance, mentorship, oversight, and aid in the development of more junior staff as assigned by the Senior Director, A&C to ensure high quality services and products.
- Actively contribute to the development of A&C Department’s annual workplan, initiatives, and special projects. Serves as the department lead on key initiatives in line with interests/strengths and department needs.
- Able to represent the Foundation to external parties, such as donors, recipients/partners, and vendors.
- Ability to travel to Africa (1-3 times per year) to support colleagues (in a post-COVID environment).
- Perform additional responsibilities as assigned.
To be successful, you will have…
- Bachelor’s degree in relevant field
- Minimum 8 years’ experience in contracts administration
- Knowledge of U.S. Government acquisition regulations, such as FAR and AIDAR and knowledge of contract management and procurement life cycle
- Excellent interpersonal and communications skills (oral and written), including editing and writing. Ability to make presentations to large groups as a subject matter expert and to facilitate technical discussions in assigned areas
- Excellent organizational skills and computer skills (e.g. ability to easily learn new systems and tools); detailed oriented
- Ability to think logically and analytically, rapidly assess diverse information, draw correct conclusions, and concisely present them to staff at all levels of the organization
Bonus points if you have…
- Proficiency in French or Portuguese
- Relevant certifications
- International experience and/or experience in a diverse cross-cultural environment, preferably with an international non-profit organization
- Knowledge of U.S. Government grant management regulations and policies, such as Uniform Guidance 2 CFR 200 for USAID and 45 CFR 75 for CDC.
