Job Title: Site Coordinator

Reports To: Program Supervisor and Manager

Program: Day Labor Program

Status: Full-Time 40 hours/week, non-exempt.

Start Date: February 1st 2021

Contract Close Date: June 30, 2021 (with possible renewal)

The Institute of Popular Education of Southern California (IDEPSCA) is a nonprofit community based organization whose purpose is to promote self-determination in the low-wage working community in Southern California politically, culturally, and economically using popular education based organizing methods. We promote the development of collective solutions to community problems.

The Day Labor Program is a program funded by the City of Los Angeles and run by IDEPSCA. Day Laborer hiring centers provide a community-supported alternative for day laborers who previously looked for work on street corners to find work in a more humane, safe and organized environment.

Position Summary: The Site Coordinator supervises and oversees the activities of the Van Nuys Job Center. The Site Coordinator will be in charge of the overall management of the Community Job Center. They will dedicate two thirds of their time to the on-site administrative responsibilities and one third (1/3) to organizing/mediation and community building responsibilities as stated in this job description. Since we are working under a pandemic many of the tasks are being done remotely but there are some days in which staff are on site, especially when they are hosting food or resources distributions. Additionally, the Site Coordinator builds support for the Center by building relationships with current and potential employers, local merchants, community groups, and among others. The Site Coordinator works as a member of a team with the Outreach Organizer, Program Supervisor and Program Manager.

 

I. JOB RESPONSIBILITIES:  

On-Site Administrative Responsibilities include but are not limited to:

·        Ensure that the contract with the City of Los Angeles is fulfilled

·        Create and carry out center’s work plan of activities relating to the overall objectives of the center in conjunction with team members and the Program Supervisor.

·        Improve the site's overall image and performance to ensure that the site is safe, clean, and free of drugs, alcohol and violence;

·        Improve the site's physical image to promote and provide more resources to day laborers, employers and community members.

·        Provide an orientation to new day labor participants about workers’ roles, center operation and rules;

·        Ensure the registration of day laborers and in the work distribution system;

·        Assist workers and potential employers in the job allocation system in place at the center. During covid-19 most of the time these tasks are being done by phone.

·        Plan and coordinate various on-site activities such as workers assembly meetings, English as a Second Language and Spanish literacy classes, Job Skills Trainings, etc.;

·        Collaborate with Outreach coordinators and Program Supervisor to elaborate and implement a marketing plan for the site that includes research on employers, promoting day laborers' skills, types of services and advertising;

·        Establish, maintain and nourish positive community relations with stakeholders

·        Coordinate the pre-registration site activities along with program participants including clean up, opening of the center, use of equipment etc.; During the pandemic most of the time these tasks are being done remotely, the clean up is being done just when staff are on site which is not everyday but when we host food or resources distributions.

·        Maintain an adequate supplies inventory;

·        Document incidents, events, problems, and conflicts that occur at the site or with members during activities or workplace and maintain communication with all staff programs about them. Because of the pandemic these tasks are done most of the time remotely. The documentation is mostly done on computer and online.

·        Maintain a database of employers, local businesses and contractors;

·        Prepare and submit in a timely manner monthly reports and other status reports as needed for the Program Supervisor, Program Manager, or other stakeholders

·        Work with Outreach Organizers and Program Supervisor in nurturing leadership development at the job center by promoting and encouraging civic participation and democratic decision-making practices with the day laborers, and center’ committee.

·        Work with Outreach Organizers and Program Supervisor to ensure that workers at the center develop their leadership and are part of the organizational work to represent, promote and protect day laborers.

·        Ensure that the center has office and cleaning supplies, which include PPE for staff and members. Make sure that COVID cleaning and distributions protocols are followed.

·        Organize and implement cultural events and celebrations such as the site anniversary that promote the center and create more unity and solidarity among workers from the center and corners. During the pandemic we are not organizing cultural events but are making sure we still connecting with corner workers by doing outreach on the corners with safety protocols and PPE to ensure they also have access to resources and services.

·        Perform other duties as assigned.

 

B. Outreach and Organizing Responsibilities include but are not limited to:

·        Participate and encourage center’s workers to participate in meetings and/or events in the Neighborhood Service Area with residents and/or local organizations to mediate/discuss and educate stakeholders in issues related to day laborers and/or the job center; Because of the pandemic most of this job is done remotely, online, by phone and during the distributions hosted on site.

·        Strengthen public relations with community stakeholders by informing members about the site's overall operations and by soliciting solutions and resources;

·        Encourage center’s workers in nurturing the network with other day laborer centers and workers;

·        Supervise the work of volunteers and interns at the site.

·        Provide bilingual (Spanish-English) outreach, mediation and information services to locations in the City where day laborers gather. During covid this task has been reduced and information and outreach efforts are being done mostly online and by phone.

·        Coordinate with the Outreach Organizers the participation of day laborers in larger community activities and campaigns;

·        Carry out presentations of the program to local institutions, neighborhood associations, business associations, schools, and other agencies to promote the center and find resources for workers.Because of the pandemic staff is not required to provide presentations but networking is being done online, by phone and via email.

·        Maintain relationships with agencies and organizations and create new alliances/collaborations,

·        Document, post at the center, follow up with and implement agreements reached by the day laborers’ general assembly meetings;

·        Assist day laborers in wage claim cases, document and follow up properly.


II. JOB REQUIREMENTS

o  Excellent written and verbal communication skills;

o  Bilingual (English and Spanish) a must;

o  Knowledge of and commitment to immigrant rights and social justice;

o  Ability to work flexible hours; and weekends when is necessary (work early, afternoon and/or evening)

o  Ability to work remotely and keep track of activities online and on computer.

o  Strong communication skills: in person, via email and by phone

o  Significant management skills;

o  Excellent interpersonal skills.

o  Knowledge of popular education methodology preferred.

o  Strong teamwork and organizational skills. ▪ Knowledge of computer operations (Windows, Word, Excel, Internet, Google Drive, Social Media -Facebook, Instagram, Yelp- and equipment operation such as copiers, fax machines, and telephones required.

o  Ability to work well with diverse groups and populations.

o  Ability to prioritize tasks and work well under pressure.

o  Willingness to work at locations with limited resources and spend a good amount of hours outdoors.

o  Insured & registered vehicle (mileage reimbursement is offered).

o  Valid driver’s license.

o  Patience and courtesy a must.
