Introduction and Background

Safe Horizon, the largest non-profit victim services agency in the United States, envisions a society free of family and community violence, and works to provide support, prevent violence, and promote justice for victims of crime and abuse, their families, and their communities.

The Domestic Violence Empowerment (DOVE) Initiative is the New York City Council’s primary investment in bolstering the response to domestic violence in communities across New York City. As part of the DOVE Initiative, Safe Horizon supports community responses to domestic violence through capacity building and evaluation activities. Each spring, Safe Horizon hosts workshops focused on bringing together community-based organizations and researchers in the field of domestic violence to strengthen partnerships focused on moving forward the field of domestic violence in our capacity to increase and measure our impact.

General Information

Safe Horizon seeks to hire three independent contractors, each of whom will prepare and instruct one full-day (9:30am – 4:30pm) workshop on program evaluation in domestic violence programs. The workshops will be delivered to a consortium of participants representing those domestic violence service agencies that have been selected by the City of New York to receive funds in connection with the DOVE Initiative. Selected consultants will be compensated at a rate of $2,250. And subject to Safe Horizon’s advance written approval, the consultants shall be reimbursed for the actual, reasonable costs of travel and hotel expenses incurred in connection with the workshop, up to $500.

Potential topic areas for the workshops include: ensuring that evaluation metrics and data-capture practices are trauma-informed; fostering an organizational “learning culture,” and facilitating staff buy-in around program evaluation; operationalizing evaluation; strategies for successful grant writing and responding to Requests for Proposals; collecting and using client participation/feedback data; and engaging diverse communities, including survivors of violence, in program evaluation. Consultants are expected not only to share past successes and best practices from leaders in the field, but also to facilitate brainstorming to come up with new ideas and tools for evaluation.

Consultants should be prepared to:

  • Create a safe, anti-oppressive learning environment;
  • Lead the Workshop by modeling desired behavior (i.e. engaging participants, using examples relevant to material, and using strength-based feedback);
  • Adapt to developmental and learning needs of participants, to help participants advance their knowledge, skills, and abilities;
  • Represent Safe Horizon in a professional and positive manner;
  • Facilitate the Workshop in a manner that is inclusive of diverse opinions, culture, and viewpoints; and
  • Manage participant discussion by eliciting productive discussion and limiting monopolizing by individual participants.

Proposal Instructions and Requirements

Interested parties should submit a proposal that includes: (1) a draft workshop outline/agenda, (2) learning objectives of the workshops, and (3) a resume or CV highlighting professional teaching and workshop experience; experience with domestic violence program evaluation; experience with trauma-informed practice; and experience working with diverse communities and excluded groups.

Have the dates for the workshops already been selected? Is there any flexibility?

The workshops/training can be scheduled for any date through June 30, 2020, and there is a great deal of flexibility up until that date.


Who is the audience for the training?

The trainings are open to any interested staff members from the organizations involved in the DOVE Initiative. In the past, we have drawn participants from a mix of roles, but we do expect the majority of attendees to be practitioners and senior leadership, with few evaluation staff.


Has an assessment been performed on the participants’ evaluation capacity?

Yes, approximately two years ago. We identified that our participants’ greatest opportunities for building capacity were in the realms of: 1) building a data‐driven culture within the organization, 2) identifying low-cost outcome measurement tools, and 3) adapting impact measurement for diverse and vulnerable communities.


How many participants are you anticipating?

We are expecting approximately 50 participants.


Do you have knowledge of previous training that they have received?



Would I be able to coordinate with the other consultants?



Would it be possible to submit a workshop proposal with two facilitators who would share equally in the

workshop facilitation?



Would you be interested in a bi‐ or multi‐lingual training? What are the languages you would want included?

We would certainly be interested. For the purpose of the proposal, it would be sufficient to mention that this is something that is available, and could be developed further in the future.


Is there any potential for this turning into a longer term engagement? Do you have recurring needs for

consultants for evaluation and/or research training, TA or capacity building?

This RFP is only for the workshop facilitation. However, if you are interested in working with Safe Horizon in the future, we recommend that you submit your information so that we have it on file when future opportunities arise.


Are the workshops you are looking for more of developing evaluation tools, or all together project management?

We are interested in increasing the capacity of the workshop participants to perform research and evaluation activities. We are flexible on the specific emphasis of the workshops themselves.


Will the consultants be involved in planning workshop logistics?

Consultants will not be responsible for planning logistics.
