The Accounting and Human Resource Manager serves as the primary contact for human resources functions and support, including situating the association as a leader in the recruitment, retention, and development of a talented, diverse and inclusive workforce. This position will be responsible for supporting accounting, practices and procedures to ensure accurate and timely financial statements. This position addresses tight deadlines and a multitude of accounting and human resource activities including general ledger preparation, financial reporting, payroll and benefits administration and record keeping. The Accounting and Human Resource Manager will have contact with all staff which requires strong interpersonal communication skills.



 Thorough understanding of the financial reporting and general ledger structure.

 Collaborates with the Finance Director to support overall department goals and objectives.

 Assists with budget and forecasting activities.

 Support an accurate and timely monthly, quarterly and year end close.

 Ensure the timely reporting of all monthly financial information.

 Assist the Director in the daily banking requirements.

 Ensure the accurate and timely processing of the bank’s positive pay transactions.

 Support Director of Finance and Administration with special projects including, workflow process, new accounting and human resource procedure improvements.

Human Resources:

 Works with senior leadership to ensure APSA human resources policies, procedures, and benefits are up to date with industry best practices, financially viable and meet the needs of current and future employees. Provides expertise and leadership across all human resources functions to recruit, retain and develop and a diverse and inclusive workforce sufficient to implement the association’s mission, vision and values.

 Policies & Procedures: Maintains all personnel files, policies, and procedures and provide guidance and interpretation to staff.

 Payroll and benefits management: prepare and submit semi-monthly payroll, prepare and submit TIAA-CREF retirement plan; lead administrator on timekeeping software; other benefits management payments as required. Serves as group administrator for association’s benefits.

 Recruitment: implements recruitment effort for all exempt and non-exempt personnel, students, and temporary employees; provides guidance on search strategies.

 Compliance: Ensures compliance with all applicable US Federal, State & local labor laws.

 Responds to inquiries from staff regarding human resource and payroll issues. 


 Bachelor’s degree, preferred, with a minimum of 2 to 4 years of professional relevant professional experience.

 Prior human resources training or certificate preferred.

 Thorough knowledge of internal control procedures, financial management software systems and ability to utilize various software programs to analyze and maintain large amounts of data preferred.

 Ability to analyze and prepare financial reports.

 Demonstrated creativity, organizational skills and ability to work independently and as a member of a team.

 Strong attention to detail.

 Strong verbal communication skills and demonstrated ability to write clearly and persuasively. Ability to clearly articulate APSA’s mission, vision, and values.

 Ability to work with diverse employees, tenants, members, and stakeholders with strong attention to equity and inclusion.

 Ability to meet deadlines.

 Proven management and leadership capabilities.

 Ability to work with discretion and maintain confidentiality.

 Good computer skills and knowledge of data base programs such as Traverse, AMS databases, Ceridian, Timeforce or similar; Microsoft Office programs (Word, Excel, Outlook).
