About the Position

Reporting to the Policy and Research Director, the Policy Manager will support the establishment of the department and expand its work in California. The manager will be the lead on work within California, including state and local advocacy and coalition engagement. The ideal candidate will have several years experience in the California legislature, specialized knowledge of poverty, tax, or government benefit issue areas, demonstrate excellent judgement, and be a motivated team-player. Candidates who adapt well to change will enjoy the Policy Department’s work capitalizing on opportunities as they arise. 

Location: CA – Statewide with preference for Sacramento

Start Date: September 2021

Key Responsibilities

  • Lead California coalition and partner organization engagement, including representing GSO in policy working groups and advocacy efforts.
  • Expand GSO’s partner network through outreach to national, state, and local organizations.
  • Oversee lobbyist coordination. 
  • Manage of GSO's relationships with elected officials at all levels, with a focus on state officials.
  • Organize and execute policy briefings, lobby visits and other California-based policy and advocacy events. 
  • Represent GSO in public meetings with community and government stakeholders.
  • Produce written materials, such as letters, talking points, and issue briefs. 
  • Support program campaigns by leading elected official event coordination, and developing content for collateral and grantee network advocacy engagement.
  • Support the building out of the Policy and Research Department with the creation of outreach and advocacy tools. 

Skills and Experience

  • Specialized knowledge of poverty, tax, or government benefits issue areas. 
  • Significant experience working with the California legislature. 
  • 6-8 years experience in issue advocacy/policy.
  • Excellent attention to detail. 
  • Strong interpersonal skills including the ability to effectively represent the interests of the organization and the communities we serve. 
  • Success in building relationships and working with coalitions.
  • Experience anticipating, identifying and analyzing public policy opportunities. 
  • Strong self-management, organizational, research, and multitasking skills.
  • Be available to travel for work throughout California occasionally.
  • Hold a Bachelor’s Degree or have equivalent professional experience.
