BACKGROUND:

LISC San Diego is partnering with member organizations of the San Diego Refugee Communities Coalition to implement the SEED (Social Entrepreneurs for Economic Development) Initiative, funded by the State of CA. This program will provide business training, technical assistance, and grants to micro-entrepreneurs from immigrant and refugee communities in San Diego. The SEED initiative aims to support individuals with significant barriers to employment and help them to launch and sustain community-serving businesses. LISC will sub-contract with partner organizations that will be responsible for conducting outreach to target populations, supporting the development of the business training curriculum, delivering the training to cohorts of micro-entrepreneurs, and providing on-going technical assistance to businesses to ensure success. LISC will be responsible for managing the distribution of $750,000 in micro-grants to businesses that successfully complete the training component of the program and meet eligibility criteria. LISC will develop a grant application and selection process, and then select and disburse grant funding to eligible micro-enterprises. As the lead agency, LISC will also be responsible for ensuring grant compliance and completing reports outlining progress on deliverables and approved expenses.

JOB OVERVIEW: 

To this end, LISC San Diego is hiring an Assistant Program Officer to assist in the key operational functions of this program. This includes but not limited to contract deployment and management, and financial disbursements to sub-contractors and micro-enterprises. The ideal candidate must be detailed oriented, incredibly organized and efficient, and have experience with data collection and analysis; and preferably knowledge in the areas of grants and contracts administration.

The Assistant Program Officer is responsible for providing operational/ administrative support for the SEED Initiative and will work with LISC team members and staff of sub-contracted non-profits. This role will include undertaking both internal and external roles/responsibilities.

Responsibilities:

  • Prepare and process selected non-profit partner contracts, which includes administering agreements, managing contracted partners, managing financial reporting and monitoring performance to ensure alignment with agreed scope of work.
  • Work closely with LISC’s Government Contracts Management Department to ensure follow-up, and timeliness on deployment and execution of agreements to sub-contractors.
  • Process disbursements for both sub-contracted organizations and selected micro-enterprise grantees, including trouble-shooting and providing recommendations, if issues arise. 
  • Provide technical assistance (as needed) to selected organizations, as it pertains to contract agreements.
  • Work in coordination with LISC San Diego Program Officer to track progress on programmatic deliverables.
  • Assist LISC San Diego Program Officer in reviewing micro-entrepreneur grant applications, selecting grantees, and assisting grantees in submitting documentation needed to execute agreements and process payments
  • Assist in completing reports, including narrative/financial reports, compliance reports, and other required reports as assigned.
  • Assist the team in all aspects of program delivery as required.

Requirements:

  • Bachelor’s degree from an accredited college or university is required.
  • Minimum 2-3 years of related work experience in contract and or grants administration, micro-enterprise, community development, and/or other relevant areas that complement this effort.
  • Direct experience in contracts and grants administration.
  • Excellent communication, outreach, and project management skills required. 
  • Proficient in Microsoft Office Suite. 
  • Work effectively and efficiently on multiple tasks and projects.  
  • Excellent interpersonal skills.  
  • Work effectively and efficiently in a remote work environment.
