Director, Vaccine Equity Partner Engagement

The Fund for Public Health in New York City, (FPHNYC) is a 501(c)3 non-profit organization that is dedicated to the advancement of the health and well-being of all New Yorkers. To this end, in partnership with the New York City Department of Health and Mental Hygiene (DOHMH), FPHNYC incubates innovative public health initiatives implemented by DOHMH to advance community health throughout the city. It facilitates partnerships, often new and unconventional, between government and the private sector to develop, test, and launch new initiatives. These collaborations speed the execution of demonstration projects, effect expansion of successful pilot programs, and support rapid implementation to meet the public health needs of individuals, families, and communities across New York City.


The Center for Health Equity & Community Wellness (CHECW) aims to eliminate racial inequities resulting in premature mortality, with a focus on chronic disease, by addressing the social and environmental factors that impact health. CHECW works to increase placed-based investments in priority neighborhoods with community programming and services based on epidemiology; influence and leverage the health system to promote whole-person care; intensify the agency’s approach to tackling big salt, sugar, and tobacco; and finding innovative ways to improve the built environment and address the social determinants of health and root causes of health inequities. During the COVID-19 pandemic, CHECW is working directly with communities experiencing the unjust impacts of inequities exacerbated by COVID-19, including impacts like high mortality rates, food insecurity, loss of employment, and eviction.



PROGRAM OVERVIEW

This position is currently remote but occasional office visits may be needed. Once Health Department staff return to the worksite, this position will report to 42-09 28th Street, Long Island City, NY.  


This position is funded by the Centers for Disease Control and Prevention through the Coronavirus Response and Relief Supplemental Appropriations Act of 2021, P.L. 116-260.


POSITION OVERVIEW

In partnership with the Fund for Public Health in New York City (FPHNYC) and under the direction of the Assistant Commissioner for the Bureau of Health Equity Capacity Building, the Director of Vaccine Equity Partner Engagement will be responsible for leading a team in engagement of community- and faith-based organizations responding to the COVID-19 pandemic. This is a high-profile, high priority project in partnership with the New York City Department of Health and Mental Hygiene and other City Agencies through the Vaccine Command Center.


The Director will manage a portfolio of organizations funded to do outreach, messaging, education, and navigation for the COVID-19 vaccine. The Director will provide direct supervision to two staff members and indirect supervision to several more staff. The Director will oversee designing and implementing a collaborative strategy resulting in placed-based investments to priority neighborhoods with communities and neighborhoods to confront health inequities, misinformation, and disparate impacts of COVID-19.


The candidate should be able to demonstrate familiarity developing and implementing programming and providing strategic direction for innovative community engagement and capacity building strategies across diverse stakeholder groups. The Director will be responsible for managing a community- and faith-based organization portfolio of more than 50 organizations, including reporting, partner communication, and presentation to City officials and funders. The candidate should be able to demonstrate experience and success in implementing and evaluating strategies to increase knowledge and capacity across various sectors (community-based organizations, faith-based organizations, etc.) to improve health outcomes.


RESPONSIBILITIES

·        Oversee the development and implementation of strategies for building the capacity of community-based organizations to provide COVID-19 Vaccine related messaging, outreach and education, and navigation services

·        Ensure alignment of partner activities with vaccine equity goals across priority neighborhoods.

·        Oversee team workplans, reporting tools, and ensure targets and deliverables are being met.

·        Supervise Vaccine Equity Partner Engagement team, including directly supervising the program manager and evaluator.

·        Review and approve background research, presentations, communications projects, summary reports to ensure they effectively communicate project objectives, progress of strategic initiatives, and/or findings to various audiences.

·        Ensure the appropriate application of a comprehensive racial justice and equity lens at every stage or program implementation.

·        Respond to requests for program updates and reports from internal and external stakeholders

·        Liaise with the Health Department’s communications team, the Equity Emergency Response Group, COVID-19 Neighborhood Response Teams, the Incident Command Structure, the Vaccine Command Center, and City Hall on program operations, processes, and reporting.  

·        Develop and oversee program communications plan

·        Liaise with Fund Admin and CHECW on administrative and programmatic needs

·        Ensure alignment with ICS, divisional, and agency priorities

·        Review and sign off on grant and other reporting needs

·        Work to ensure the use of Public Health Partners Connect for partner management and reporting.

·        Oversee contracting and budgeting processes, including deliverables management, invoicing, and contract extensions and amendments, with support from the team community partners and FPHNYC.


QUALIFICATIONS

  • Strong program planning, implementation, and evaluation skills
  • Commitment to community engagement, relationship management, writing and project management skills are necessary
  • Experience applying a health equity lens to public health programming required
  • Expert knowledge of capacity building strategies with a racial justice and health equity lens
  • Knowledge and experience working with diverse community-based organizations
  • Supervisory experience leading high functioning multi-tier, multi-disciplinary teams across various health topics
  • Leadership skills in coalition building and interagency collaboration
  • Knowledge of budgeting, contracting, and administrative processes
  • Experience with grant applications, reporting, workplans, and processes
  • Analytical, creative, flexible, able to meet tight deadlines, and able to manage several tasks and projects from all stages. 
  • Good problem-solving skills
  • Excellent interpersonal, communication, and presentation skills
  • Master’s degree in public health, public policy, or administration, r a related field desirable
