JOB TITLE: Bilingual Staff Attorney


JOB PURPOSE: ICS seeks an attorney to provide zealous legal advocacy and legal support to immigrant community members in Oregon and Southern Washington.


ABOUT IMMIGRATION COUNSELING SERVICE: Immigration Counseling Service has been dedicated to defending the rights of immigrants for 40 years. We are a group of diverse individuals committed to providing high-quality immigration advocacy and representation to over 90 low-income immigrant communities throughout Oregon and Southern Washington. Our staff have extensive experience in immigrant and refugee communities (many being from immigrant families themselves) and trauma-informed care and are bilingual in English and Spanish. ICS encourages collaboration and is a supportive environment where our attorneys and staff constantly learn and grow.


RESPONSIBILITIES AND DUTIES: 

  • Conduct legal screenings and interviews with immigrant community members and explain their legal options.
  • Represent clients who are both submitting affirmative applications before USCIS and are in removal proceedings before Portland Immigration Court.
  • Communicate with the Office of Refugee Resettlement to provide representation and services to children in custody and ensure adherence to children’s rights.
  • Communicate with community organizations to coordinate outreach and representation of immigrant community members across Oregon.
  • Supervise support staff on case-related work.


QUALIFICATIONS/SKILLS 

  • Graduate of U.S. ABA-accredited law school
  • Licensed by a state bar (preferred) but willing to consider applicants who have not yet received results, though continued employment will be contingent on bar passage within six months of start date

·        Spanish proficiency required, fluency preferred.

  • Excellent communication and advocacy skills

NUMBER OF EMPLOYEES SUPERVISED BY THIS POSITION: None. This is a Union Position


SALARY AND BENEFITS: Salary is subject to a Collective Bargaining Agreement (CBA) and ranges from $48,000 to $59,700 DOE. Generous benefits package, including health and dental insurance, 20 days of paid time off annually in addition to 11 paid holidays, and a 35-hour standard work week.

WORKING CONDITIONS: During Oregon’s COVID-19 Stay at Home, Stay Safe order, work will be conducted via a home office, with cell phone, computer, and printer provided. Otherwise, work will be conducted primarily from ICS’ Portland Office with periodic evening and weekend work and travel to the shelters, the court, USCIS, and other areas in Oregon and Southern Washington.
