Legislative Analyst 

The Massachusetts Municipal Association (MMA) is seeking a Legislative Analyst in the legislative division. This is an excellent opportunity for someone who excels at policy analysis and development, specializes in personnel and labor relations policy, or has a deep understanding of fiscal policy. 

About the MMA: The nonpartisan Massachusetts Municipal Association (MMA) provides an array of services to its member cities and towns statewide, including advocacy, education and training, research and analysis, and publications and information programs. As the voice of local government in Massachusetts, the MMA works to advance the interests of all cities and towns. 

About the position: Under the direction of the legislative director and working with a five- member legislative team, this person meets regularly with municipal officials from across the state to develop local government positions on policy and legislative issues, represents the interests of the MMA and promotes municipal issues before legislative and executive branch officials and staff, and regularly speaks at meetings of municipal officials, state government officials and advocacy groups. Additionally, this person prepares written testimony on legislation and regulations, drafts Legislative Alerts and other advocacy materials, prepares articles for publication in MMA’s monthly newsletter the Beacon, and writes for the MMA website and social media.

This person serves as lead staff for one or more of the five MMA regular policy committees, and other special committees and task forces as assigned. This includes coordinating committee agendas and work plans, and preparing information and analysis for the policy committee(s) and recommendations for the Board of Directors.


We are specifically looking for someone with a deep understanding of the personal and labor relations environment in Massachusetts, including public employee benefits, collective bargaining, and the Massachusetts General Laws governing public sector employees.


We are also interested in candidates who demonstrate an extensive knowledge of fiscal policy in the Commonwealth, including an understanding of the rules and regulations of local fiscal management and an ability to analyze complex budget documents and legislation.


Qualifications: A college degree plus a minimum of three years of related experience in policy analysis, legislative process and government. Broad knowledge and understanding of the structure and practices of local government in Massachusetts. Working knowledge of the state legislative process. Strong interpersonal skills, highly professional written and oral communication abilities. Ability to research and draft policy.  An interest in local government is a plus. Must be eligible to immediately register as a legislative and executive branch lobbyist in the Commonwealth of Massachusetts.
