Job Developer / WorkForce Economic Development

The Job Developer will work with career coaches, intake specialist, other job developers, volunteers and interns to help employers hire individuals enrolled with the Workforce and Economic Development Department and who are researching for career and job opportunities with local employers. The Job Developer will be responsible for the coordination of services and managing relationships with employers, services provided by sister agencies to improve employability and the quality of life for participants and business owners. The Job Developer will ensure that Career Coaches are supported with the appropriate type of employers for participants they have on their caseloads. The Job Developer will coordinate with other department managers to develop systems that will generate the highest level of customer service for enrolled participants. He/she will help support the most vulnerable Angelenos who are seeking employment and refer them to hiring employers. Vulnerable participants may include Veterans, Reentry, Mature workers, Monolingual, Foster youth/adults, Homeless, Victims of Trauma/Domestic Violence, No High School Diploma, Disabled, and more.  

One of the main roles of the Job Developer is to support his/her direct supervisor and the leadership staff of the department with meeting the goals of the organization that was established in the 5-year strategic plan. The Job Developer should spend 50% of his/her time cultivating and maintaining employer partnerships that lead to living wage jobs for participants served. This includes hosting/co-hosting employment and career fairs, employer advisory networks, and supporting the business improvement district (BID). Additionally, 25% of his/her time should be spent on administrative and compliance responsibilities. 15% of his/her time should be used to provide staff support, coaching, guidance, mediation, and staff development. The final 10% of his/her time should be used to support the immediate supervisor and department head with program oversight, development, and implementation. 

Essential Duties and Responsibilities

·        Responsible for effectively supporting department staff, volunteers and interns assigned to CRCD’s FOC and Business & Employment Services of the Workforce and Economic Development Department

·        Works with team colleagues, volunteers and interns assigned to the department with emotional intelligence where the positive aspects of business and life are displayed

·        Creates a positive and thriving work environment where all staff, partners, supporters, collaborators and participants’ ideas and recommendations are considered for the overall improvement of the team and the services provided to participants and the community

·        Outreach and engage businesses and employers for job development and placement of enrolled participants

·        Create relationships with employers in automotive, transportation, hospitality, construction and other industries as identified with career coaches for job placement

·        Create and maintain relationships with the various academic departments at LA Trade Tech College

·        Negotiate contracts like On-The-Job (OJT) with employers for job placements of enrolled participants

·        Oversee referrals for small businesses services to Business Source Center and other gov’t and community-based-organizations who can support the needs of entrepreneurs and small business owners

·        Ensure all job orders and employer service data efforts are collected, maintained and entered into specific data systems, including but not limited to internal databases, spreadsheets, ETO, Salesforce and CalJOBs

·        Initiates and participates in employer work groups, round tables, chambers of commerce, business corridors and other initiatives in appropriate targeted sectors

·        Help lead monthly/quarterly advisory council meetings with employers who serve as advisors for CRCD’s Workforce & Economic Development Department (WEDD)

·        Respond with appropriate job matching and referral services for any job order from employers received internally and/or externally, including LA Trade Tech College personnel, in-house, a sister agency or partner

·        Work with direct supervisor to help streamline services and increase quality and relevance of job opportunities for job seekers customers enrolled with program

·        Maintain an active spreadsheet of all job orders that are still open that need to be successfully closed with active participants of the program

·        Meets with Career Coaches weekly to hear the needs for job opportunities and types of jobs needed for enrolled participants

·        Receive from Career Coaches the list and resumes of participants who are ready for employment.

·        Will be required to place in employment a five to ten participants on a weekly basis.

·        Will be required to follow up with participants for up to one year after placement and will help update the employment records in CalJobs database. 

·        Produce monthly and/or quarterly reports to provide the organization leadership with ongoing grant progress and success

·        Monitor employment placement performance indicators in collaboration with the manager of the skills team to meet the annual performance measure assigned by the Economic and Workforce Development Department (EWDD) and other funding sources

·        Work with the department management team to make sure the WEDD and Vernon-Center/LATTC WorkSource Center is on track to meet all WIOA, LISC and other contract performance measures

·        Will support team in delivering the job readiness workshops as well the as the orientation

·        Support all CRCD departments when needed to move the entire mission of CRCD forward

·        Support CRCD’s Mission Statement and its 5-Year Strategic Plan

·        And perform other duties as assigned by supervisors


·    Bi-lingual in Spanish required    

· Prior experience in providing job development, staffing or business services in either for profit or non-profit organizations

·        Bachelor’s degree in related field; or minimum four years of related experience without formal education

·        2-4 years’ experience in related work

·        Reliable, flexible team player who works well with minimal supervision, who has a good work ethic, and an ability to set and maintain personal boundaries

·        Demonstrated ability to work on multiple projects simultaneously, and meet deadlines

·        Demonstrated knowledge of community resources and services available to participants

·        Experience managing a team of highly functional, independent thinkers who work collaboratively and in partnership to support local residents secure employment

·        Reliable transportation; valid driver's license, and car insurance as required by law, as appropriate

Preferred Qualifications

·        Knowledge of needs of vulnerable populations, i.e., veterans, reentry, individuals with disabilities, homeless individuals, English language learners/Monolingual, mature workers, foster youth,

·        Bi-lingual in a community-based language a plus

·        Member of the target population a plus

Work Environment

·        On occasion walk or drive to different local sites throughout the day

·        Regularly required to sit, stand, bend and occasionally lift or carry up to 35 pounds

·        Combination of field and office environment

·        May necessitate working in busy and loud environments

·        May be exposed to elements like cold, heat, dust, noise and odor
