PRIMARY FUNCTIONS: As part of an interdisciplinary team within a community health center this position is responsible for administrative support and coordination of the behavioral health department. The Behavioral Health Administrative Manager is responsible for actively reviewing all clinical schedules to ensure timely access to care, updating and maintaining clinical templates, serving as a liaison between patients, scheduling and operations staff to ensure communication of behavioral health procedures and workflows and to monitor, identify and address areas for improvement in quality. This individual is the first point of contact to address patient complaints and concerns, and assists in resolving them. The Behavioral Health Administrative Manager provides support in the development and maintenance of community partnerships including facilitating and reviewing community referrals, supporting patient transfers of care, obtaining and maintaining all needed clinical documentation in accordance with regulatory guidance. The individual is active in the development and oversight of new-hire orientation support, and will support the development of education and training programming for interns including, in collaboration with the Director of Behavioral Health, contributing to policy development, identification of best practices and supporting relationships with educational partners.

DUTIES/ RESPONSIBILITIES: (Essential Functions: Duties and responsibilities noted with bullets are considered to be the essential functions of the job)
- Actively manages behavioral health schedules daily including maintaining wait list, communicating with patients regarding status, and ensuring timely access to care through efficient attention to no-show and cancellations
- Collaborates with operations and scheduling departments to ensure clear understanding and application of behavioral health workflows and procedures in the context of scheduling and access to care to reduce barriers and increase effective utilization of appointments
- Responsible for managing behavioral health provider schedules and coordinating provider leave and sick call outs
- Manages paid time off and leave for behavioral health clinic staff including ensuring adequate coverage
- Responsible for the implementation and enforcement of Neighborhood Health policies and procedures including HIPPA, facility operations, OSHA as pertains to the environment of care
- Maintains a clean, safe, and compliant work environment according to all federal, state and local laws and regulations including OSHA, HIPAA and Joint Commission
- Works with Director of Operations and Behavioral Health Director to ensure providers schedules are filled so that productivity goals can be met.
- Responsible for handling behavioral health billing, claim issues and prior authorizations and coordinating billing with CCNV CBO
- Develops and maintains relationships with behavioral health community partners and reviews discharge paperwork to ensure alignment with clinic eligibility, facilitating timely entry into care or providing feedback when patients require higher levels of care
- Participate in development and implementation of quality improvement activities to monitor outcomes within the department and report to quality manager.
- Participate in development of program to facilitate development of Neighborhood Health as a field practicum site for graduate students, including identification of best practices for policy and procedures, management of university requirements and administrative communication
- Provides administrative support for behavioral therapists including obtaining treatment records and assisting patients in obtaining specialty behavioral health appointments as needed
- Documents all services in the electronic medical record, in accordance with organization’s standards
- Responds to all communication, both internal and external, in a timely manner
- Attends and participates in Department and organization meetings by sharing knowledge, experiences, and information regarding team members, clients, work practices, etc.
- May participate in agency workgroups and/or teams
- Attends and participates in on-going training, learning and growth opportunities
- Recommends changes in internal policy and procedures based on experience and knowledge
- Maintains policy manuals incorporating changes when received
OTHER DUTIES:
- Prepare and maintain special internal and external reports as requested by Supervisor and/or Department Head.
- Assist with developing, coordinating and recommending changes for the improvement of workflow in the program or section area.
- May be assigned to various project lead roles to advance the development of the department and support ad hoc needs.
- Able to work under minimal supervision.
- Employee will be asked to perform additional duties and take on other responsibilities as dictated by events and circumstances.
QUALIFICATION/EDUCATION and/or EXPERIENCE REQUIREMENTS:
- Knowledge and experience with managing schedules and provider templates
- Knowledge and experience managing billing issues including insurance, and claims
- Experience with information technology, electronic health records, behavioral health records
- Bachelor’s or Master’s degree in Health Administration, Public Health or Social Work preferred
- Bilingual fluency in Spanish preferred
- 2-3 years direct experience working in a health care or community-based social service setting
- Experience within primary care environment, preferably with Federally Qualified Health Center
- Excellent interpersonal communication skills and the ability to work effectively with a diverse work force and patient population
- Proficient with Microsoft platforms and products, Google Suite, Teams, etc.
- Must be able to maintain confidentiality with all aspects of information in accordance with practice, State and Federal regulations
- Must be comfortable working with culturally diverse populations
- Demonstrate superior critical thinking skills, sound judgment, and decision-making and problem-solving skills
- Knowledge of local health care environment and basic terminology
