Position Summary:


Philadelphia Charters for Excellence (PCE) seeks to catalyze and coordinate grassroots efforts to demonstrate public support for charter schools and needed policy reforms.  The Advocacy and Organizing Coordinator will organize charter schools and families to take action and advocate for change that will ensure high-quality schools of choice for all children, with particular focus on reforms and legislation in Harrisburg. The work will include planning and implementing action strategies, coordinating briefings and training sessions with parents and school leaders; and organizing meetings with legislators and other officials. The Coordinator must have initiative and essential organizing abilities, including interpersonal and trust-building skills. He/she must be able to lead and inform parents about fundamental policy goals and concerns relating to public charter schools and be an effective planner and manager of events. He/she must be a confident and effective public speaker and be a clear and coherent writer.


Funded by a grant, the Coordinator will start as a contractor, working on a six-month contract. PCE’s hope is to obtain additional funding to enable the Coordinator role to transition to a full-time staff position later in 2020.


About the Organization:


Philadelphia Charters for Excellence, with 36 member schools, is an association of public charter schools serving students from kindergarten through 12th grade. PCE believes that public school choice, academic quality and public transparency are the cornerstones to improving educational outcomes in the city of Philadelphia. PCE represents, supports and connects charter schools that commit to high standards of academic performance, equitable access, fiscal management and public transparency. PCE’s priority is to cultivate support among elected state legislators, especially those representing districts in Philadelphia, for legislation that promotes high-quality charter schools and to oppose policies and legislation that will harm charter schools and their ability to serve all children, including those with special needs.  


Essential Responsibilities:


Organizing and Outreach

•      Build and maintain relationships with charter school leaders to coordinate family and parent engagement, action and strategy

•      Support charter school leaders to mobilize parents and families for public actions in support of charter schools

•      Report periodically to charter school leaders on progress against key organizing objectives, in writing and in meetings


Legislative and Political Strategy

•    Coordinate legislative visits in local district offices and in Harrisburg, from start to finish, including follow-up with legislators and their staff

•    Analyze and develop clear policy positions, communicating orally and in writing, clearly and concisely, with school-based and external stakeholders


Operations

•    Coordinate and manage all logistics, including event budgets, related to meetings and public actions

•    Coordinate and manage email databases and other communications assets, including a website for PCE and social-media assets and tools (Facebook, Instagram, Slack, etc.)*

•    Plan for and develop public media exposures, including opinion/editorial articles for print and online media, and/or interviews for broadcast media*

·    Coordinate with partner organizations, including the statewide Pennsylvania Coalition of Public Charter Schools

·    Other duties as needed


*The ideal candidate brings communications and social-media experience to the position. Candidates with little direct experience in this area will be considered if they can demonstrate the aptitude and desire to learn communications skills from school personnel and partner organizations that can provide training and tools.


Qualifications:


Required

·      Bachelor’s degree

·      Commitment to equitable educational opportunity for all students and to public charter schools as a resource for expanding equitable educational opportunity

·      Ability to communicate persuasively and clearly, both orally and in writing

·      Ability to take initiative and work independently

·      Ability to plan, organize and effectively present ideas to internal and external constituents

·      Ability to establish and maintain effective working relationships with internal and external constituents

·      Ability to effectively manage events and logistics, and to organize and maintain databases and other forms of records


Strongly Preferred

·      Experience in K-12 education arena, preferably urban, having worked in a school or in a policy or advocacy institution

·      Experience in advocacy and/or organizing, especially in working with families and/or communities to stimulate grassroots advocacy

·      Knowledge of charter school history and policy in Pennsylvania

·      Understanding of the legislative process and  political and education landscape in Philadelphia and Pennsylvania


Other Requirements:


Ability to physically perform the duties and to work in the environmental conditions required such as:

·      Traveling to schools across the region and to Harrisburg; valid driver’s license and/or access to transportation when necessary

·      Functioning in office space — reaching file cabinets, filing, faxing, scanning, coping, typing, mailing, making phone calls

·      Sitting for up to two hours looking at a computer monitor, using a keyboard/mouse and typing 

·      Working evening and weekend hours as needed
