Job Description

Continuum of Care Program Director

Summary

The Program Director leads a team of 5 professionals that is responsible for coordinating federal homeless assistance grants throughout the State of New Mexico and plays a leadership role in the statewide response to homelessness. The team leads the New Mexico Balance of State (BoS) and City of Albuquerque (ABQ) Continuums of Care (CoC). The director oversees the functions of the CoC’s, supervises the CoC program staff at NMCEH, and drives the process toward improving and expanding our system for ending homelessness in New Mexico. This position reports to the NMCEH Associate Director. This position can be either in office or work from home with regular in person meetings in Albuquerque and other New Mexico Communities. Meetings will be on zoom during the pandemic.

Responsibilities

·        Provide technical assistance and guidance to BoS CoC, ABQ CoC, and Emergency Solutions Grant (ESG) recipients and subrecipients.

·        Develop and coordinate CoC related trainings to support the supportive housing programs.

·        Oversee the monitoring of CoC supportive housing projects for compliance with HUD regulations and CoC standards.

·        Oversee the completion of the annual Sheltered/Unsheltered Point-in-Time Count and Housing Inventory Chart reports for both CoC’s. Submit final reports to HUD.

·        Coordinate regular meetings of the CoC Boards, CoC Memberships, and subcommittees/ workgroups.

·        Lead and coordinate the BoS Impartial Review Committee and the ABQ Independent Review Committee (IRC’s) process’ and their evaluation of the CoC programs for the annual CoC funding competition.

·        Manage the City of Albuquerque and Mortgage Finance Authority CoC contracts, including quarterly reporting and renewal supports.

·        Oversee the execution of the City of Albuquerque project applications, annual progress reports and other administrative supports as needed.

·        Supervise the NMCEH CoC program staff.

·        Complete the CoC Planning Annual Progress Reports for both CoC’s, submit the BoS CoC Planning Annual Progress Report.

·        Develop and maintain relationships with community and funding partners for the Continuum of Care, including with city, county, and state government entities and the local HUD Field Office.

·        Provide outreach and technical assistance to identify and develop prospective new CoC service project applications.

·        Support statewide efforts and plans to end homelessness.

·        Support NMCEH advocacy, events, and other business as needed.

Full time:

40 hours per week, Monday through Friday 8:30am to 5pm or as arranged with supervisor. Occasional evening and weekend hours to meet with clients.

 

Salary: $51,000 to $55,000 annually to start plus health, dental, and vision insurance, paid vacation and retirement benefits.

 

Qualifications:

·        Bachelor’s Degree or higher.

·        Experience leading a team

·        Must be proficient in computer applications including Microsoft Office with an expertise in Excel.

·        Grant writing experience especially federal grants and HUD Continuum of Care grants

·        Must have excellent skills in written communication

·        Proven ability to work independently and as an effective and collaborative member of a team.

·        Possess an understanding of and practice cultural sensitivity while providing direct services.

·        Reliable transportation and proof of a valid and current New Mexico Driver's License and current insurance along with a clean MVD record required.

·        Must be willing to undergo a background check.

·        Proof of vaccination against COVID-19
