USCRI manages the Traﬃcking Victim Assistance Program (TVAP) across a multi-regional network of TVAP service providers in every state and U.S. territory through a cooperative agreement with the Oﬃce on Traﬃcking in Persons (OTIP) within the Administration for Children and Families (ACF), U.S. Department of Health and Human Services (HHS). The central purpose of the program is to help foreign national survivors of human traﬃcking achieve HHS certiﬁcation and provide trauma-informed, person-centered, comprehensive case management services, facilitating timely access to beneﬁts and community referrals so they can rebuild their lives and re-establish their ability to live independently. These comprehensive services include emergency assistance, housing, safety planning, basic needs, health, legal, education, employment, language, and assistance in accessing HHS Certiﬁcation to attain further resources to the same extent as refugees.
The Program Oﬃcer for the TVAP oversees the standards of care and protocols of comprehensive case management services to eligible adult and minor foreign-national victims of human traﬃcking through training and technical assistance (TTA), monitoring, and outreach focusing on designated ACF Regions and/or other specialized program areas. This position reports to the Associate Director of Traﬃcking Survivors Support Programs located at USCRI’s Arlington, VA oﬃce.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Serve as ﬁrst point of contact for designated regional area(s) and provide ongoing training and technical assistance, as well as, outreach and referrals to project partners, service providers, resettlement agencies, and other external stakeholders and agencies that work with victims of traﬃcking (including, but not limited to, case management and legal services providers, law enforcement, and health care professionals) as part of the day to day program operations;
- Oversee the standards of care and protocols of comprehensive case management services to eligible adult and child foreign-national victims of traﬃcking and those in family units;
- Cultivate, establish and maintain relationships with partners, external stakeholders, and support survivor engagement efforts;
- Provide consultations as needed on cases where minors may be victims of human traﬃcking;
- Conduct monitoring and desk audits to evaluate the quality of case management services being provided to qualiﬁed participants and ensure eﬃcient funding allocation;
- Assess need for partner agency training and schedule and coordinate trainings (both in-person and web-based) as necessary;
- Evaluate training materials and knowledge of training recipients both prior to and at completion of training;
- Manage the development and maintenance of online e- learning courses and Apricot database system;
- Ensure full compliance with OTIP Cooperative Agreement and assist in drafting and submitting the annual program proposal to funder;
- Coordinate data collection and contribute to the analysis and reporting of programmatic outcomes;
- Assist with capacity building, especially for under- resourced or marginalized areas and provide related targeted TTA support;
- Coordinate and participate in regional meetings, trainings, events, and anti-traﬃcking task forces on issues relevant to serving traﬃcking victims and lead presentations as needed;
- Help oversee and maintain the TVAP email inbox as needed and respond promptly to any TTA requests or issues to ensure quality assurance and support;
- Identify, leverage, and stay abreast of relevant existing promising practices and tools from a wide range of sources and partners, including ideas developed by survivor leaders, to enhance resource capability and impact;
- Monitor and update budget status and projections;
- Work closely with Program Oﬃcers and Assistants to ensure successful team coordination and program implementation of designated portfolio areas, and contribute to the service provider handbook, annual strategic programmatic workplan and program policies; and
- Perform other duties as assigned by supervisor.

- Master's degree in the areas of health and social services, international affairs and/or immigration policy, trauma-informed and responsive care, with related technical assistance and training a plus, OR a Bachelor’s degree with at least three years’ experience in these related ﬁelds is required;
- Experience working with victims of human traﬃcking and/or related programs aiming to increase access to critical resources for immigrant and underserved populations, and demonstrated knowledge and experience of human traﬃcking case management needs and services for foreign national victims, the HHS certiﬁcation process, and/or eligibility for federal beneﬁts is preferred;
- Experience in program monitoring, evaluation, and training (design, instruction, measurement of training effects) are a plus;
- High proﬁciency in Microsoft Oﬃce preferred, speciﬁcally proﬁciency with Word, Power Point and Excel is required; Knowledge of Apricot and database programs to meet data collection and reporting needs is preferred;
- Strong quantitative skills in designing effective budget models to aid program oversight a plus;
- Ability to work both as a team member and independently, with a high level of self-motivation, ﬂexibility to meet goals and deadlines in a fast-paced environment;
- Strong interpersonal skills, including the ability to communicate with providers, partners, and survivors of diverse backgrounds;
- Ability to cultivate and maintain relationships and partnerships with program staff and external stakeholders and project partners;
- Foreign language ability is desirable, and individuals of culturally diverse and/or underrepresented backgrounds, including survivor leaders, are encouraged to apply;
- Ability to travel domestically as required; and
- Demonstrated support of USCRI’s values by exhibiting respect for others, maintenance of conﬁdential information, an appreciation of a multicultural workplace, and a dedication to human rights, including of traﬃcking victims, refugees, immigrants, asylum seekers, and vulnerable or disenfranchised populations.
- Satisfactory completion of USCRI’s Orientation and Program Trainings;
- Complete additional training as identiﬁed by supervisor or Human Resources.
