The New York City Criminal Justice Agency (CJA) is a not-for-profit service and research organization that operates in partnership with the New York City Mayor’s Office of Criminal Justice. CJA is the City’s main pretrial services agency, combining operations, pilot projects, and research under one roof. CJA utilizes procedural justice practices to provide pretrial services to over 200,000 persons arrested annually in New York City. Information collected about these arrestees and subsequent case processing is maintained in the agency’s internal and externally shared database systems, which are used to conduct descriptive and evaluation research on arrestee characteristics, case processing and court outcomes, and on issues and potential reforms to criminal justice policy in New York City. CJA’s programs operate in the criminal courts and detention facilities 24 hours a day seven days a week within the 5 boroughs of NYC, employing over 250 employees, citywide.

The New York City Criminal Justice Agency (CJA) seeks a Senior Research Analyst with experience using quantitative methods. Senior Research Analysts work closely with Research Department staff to design, develop, and deploy data-driven approaches to enhance the Agency’s pretrial services and to address important policy questions. Using CJA’s large database of arrest and case processing information, Senior Research Analysts lead CJA’s research on risk assessment, supervised release, court date notification, and other projects.


Senior Research Analysts serve as project directors and are responsible for:

  • Designing, leading, and managing research projects
  • Cleaning data and managing complex datasets
  • Producing high-quality analyses of quantitative data
  • Writing research reports
  • Supervising and training project staff
  • Cultivating working relationships with all stakeholders
  • Delivering presentations at conferences and other professional meetings
  • Participating in Departmental and Agency activities through ongoing discussion and collaboration with colleagues
  • Fostering an inclusive culture that promotes and supports diversity, equity, and respect


  • Ph.D. in criminal justice, sociology, political science, psychology, data science or related field with experience in criminal justice
  • Progressively responsible experience leading and conducting applied research
  • SPSS programming and statistical analysis skills

The ideal candidate:

  • Understands the political, economic, social, and legal issues that affect individuals who have been arrested.
  • Can quickly become familiar with relevant literature, case processing policies and practices in New York City, and CJA’s case processing data.
  • Has strong methodological and statistical abilities, project management skills, and oral communication and writing skills.
  • Is adept at data cleaning, resolving data anomalies, and managing large datasets.
  • Uses innovative techniques in research, pilot programs, and engaging justice-involved communities.
  • Has good interpersonal skills and the ability to lead and supervise others.
  • Has experience with R, Stata, or Python

LOCATION: Temporarily Remote; Lower Manhattan

HOURS: Core Business Hours

SALARY: $78,000 - $82,000

Note: Due to the nationwide pandemic CJA has implemented remote working for most staff until March 2021. While it is uncertain where NYC will be with respect to resuming direct client work at the time of hire, the successful hire must be willing to assume responsibilities that are both remote and on-site; this includes access to your own personal computer, laptop or tablet, and internet, until company devices can be issued.
