Next Generation and Government Affairs

The National Committee on U.S.-China Relations (NCUSCR) is seeking a dynamic, self-motivated individual to join its program team. This program officer position will develop and support the National Committee’s Next Generation and Government Affairs programs – initiatives that cultivate greater understanding and professional and personal networks between our two countries, and encourage U.S. federal and subnational legislators and their staffs to increase their understanding of China and U.S.-China-related issues. All staff members are expected to be committed to the National Committee’s mission and represent the organization in a professional manner.

Program officers are ultimately responsible for all aspects of their programs, from planning and budgeting to execution and follow-up. While staff members must be flexible and often wear several hats, we strive for consistency with regard to program workload, so program officers will occasionally be required to help out in other programmatic areas.

Key Functions

  • Research, conceptualize, and support new and existing and next generation and government affairs programming
  • Identify and cultivate potential and existing program participants by tapping into NCUSCR’s own network of partners and developing new partners
  • Maintain and deepen the professional and personal networks between program participants and between the participants and NCUSCR
  • Oversee the day-to-day programmatic, logistical, administrative, and wrap-up of the programs, including regular coordination with Chinese counterpart organizations
  • Collaborate with senior staff members and program assistants to attain program goals
  • Support development department colleagues on fundraising strategies, to ensure that programs maintain their financial support

Additional Responsibilities

  • Draft and coordinate the dissemination of programmatic communications
  • Set up/manage invitations and registration systems as needed
  • Deliver programs on budget, conduct all necessary vendor bidding, expense reimbursements, and invoicing
  • Oversee/support travel and logistics, as needed
  • Maintain participant records in Salesforce database
  • Keep current on China and U.S.-China related issues, and prepare electronic briefing books for program participants

Qualifications

  • Broad-based knowledge of China and U.S.-China relations, including challenges in the relationship
  • Strong interpersonal and cross-cultural skills; ability to work well in teams
  • Highly organized, detail-oriented, with strong time-management skills
  • Solid communication, writing, and editing skills
  • Professionally proficient in Chinese, oral and written
  • Flexibility and willingness to work in a nonprofit environment with some evening and weekend work; in addition, (post-pandemic) regular domestic travel and one or two annual trips to China are expected
  • Work experience/knowledge of U.S. government, particularly Congress, is desirable
  • Program evaluation skills and grant-writing experience are desirable
  • Experience living/working in China desired

Requirements

  • Minimum of three years of project/program management; B.A. required, M.A. in relevant discipline preferred
  • U.S. work authorization required
